Role Overview
This senior-level position operates under the Deputy Director's supervision, focusing on the adoption of multimedia technical standards and the regulation of emerging broadcasting technologies and content. Day to day, the officer provides strategic advisory to the Director, develops and reviews regulatory frameworks for multimedia services, and represents the Authority at international meetings. The role is critical for shaping licensing procedures, content guidelines, and national positions on broadcasting issues.
Key Responsibilities
- Advise the Director on all matters related to multimedia technical standards, evolving broadcast technologies, and content regulation.
- Assist the Director in creating and updating regulatory frameworks for multimedia services, including market structures, licensing procedures, and related instruments.
- Support the licensing of multimedia services according to approved market structures.
- Initiate the development of guidelines, policies, legislation reviews, and ICT policy updates concerning multimedia services.
- Help develop strategies that encourage the growth of multimedia content, particularly local programming.
- Articulate national positions and represent the Authority at international conferences and treaty meetings on broadcasting issues.
- Review and approve staff-prepared responses to client queries, ensuring quality and accuracy.
- Identify national interests in broadcasting, formulate positions, and advocate for them at international fora.
Requirements & Qualifications
- Bachelor’s degree in Electrical, Electronic, or Telecommunications Engineering; Commerce; Economics; Statistics; or a closely related field from a recognized institution.
- Master’s degree in Electrical, Electronic, or Telecommunications Engineering; Economics; Commerce; or an equivalent qualification from a recognized institution.
- At least twelve years of relevant work experience, including three years in a supervisory role or a comparable position.
- Membership in a relevant professional body where applicable, and a valid practicing license if required.
- A minimum of three years of service at the rank of Principal Officer.
- Completion of a leadership certificate course lasting no less than four weeks from a recognized institution.
- Proficiency in computer applications.
- Demonstrated merit and ability reflected in work performance and results.
