Job Description

Job Title: Director, Human Resource Management and Development, Administration and Information Communication Technology (ICT)

Reference No.: NLAS/SDDHRM/2/1/2026/3

Qualifications

For appointment to this grade, a candidate must meet either of the following minimum requirements:

Option 1

  • At least fifteen (15) years of cumulative work experience, five (5) of which should have been at the senior management level or in a comparable position in the public or private sector.
  • Bachelor’s degree in Human Resources Management, Sociology, Public Administration, Business Management/Administration, or an equivalent qualification from a recognized institution.
  • Master’s degree in any of the following disciplines: Human Resource Management, Business Administration (Human Resource), or an equivalent qualification from a recognized institution.
  • Membership to a relevant professional body (IHRM) or its equivalent qualification from a recognized institution.
  • A valid practicing license where applicable.
  • Demonstrated merit and ability as reflected in work performance and results.
  • Fulfilled the requirements of Chapter Six (6) of the Constitution.

Option 2

  • Bachelor’s degree in a social science with a Diploma or Post Graduate Diploma in Human Resource Management, ICT, Public Administration, or an equivalent qualification from a recognized institution.
  • Master’s Degree in any of the following disciplines: Human Resources Management, ICT, Public Administration, or an equivalent qualification from a recognized institution.
  • Leadership Course from a recognized institution.
  • Membership to a relevant professional body (IHRM) or its equivalent qualification from a recognized institution.
  • A valid practicing license where applicable.
  • Demonstrated merit and ability as reflected in work performance and results.
  • Fulfills the requirement of Chapter Six (6) of the Constitution.

Duties and Responsibilities

Duties and responsibilities at this level will entail:

  • Implement policies, strategies, procedures, standards, and guidelines in the provision of Human Resource Management and Development, Administration, and Information Communication Technology services.
  • Coordinate functions of support services of Human Resource Management and Development, Administration, and Information Communication Technology.
  • Provide technical advice and guidance in all matters relating to Human Resource Management and Development, Administration, and Information Communication Technology.
  • Conduct and facilitate training and research in the Directorate.
  • Lead change management process across all relevant departments.
  • Ensure adequate internal controls and compliance with applicable laws, policies, and procedures.
  • Analyze, monitor, and evaluate functions related to Human Resource Management and Development, Administration, and Information Communication Technology Services.
  • Spearhead the preparation of Board papers on matters relating to Human Resources Management and Development, Administration, and Information and Communication Technology Services.
  • Oversee the preparation and management of records and accountable documents relating to corporate services.
  • Ensure prudent utilization of resources.
  • Oversee the training and development of staff in the Directorate.

Remuneration

Remuneration will be in accordance with the NLAS Salary Scale:

Salary Scale: Ksh. 225,197 x 22,823 – 248,020 x 22,825 – 270,845 x 22,825 – 293,670 x 22,825 – 316,495 x 22,825 – 339,320 x 22,825 – 362,145 x 22,825 – 384,970 x 22,825 – 407,795 per month.

Terms of Service

Note: NLAS Grades 1, 2, and 3 are on a three-year contract basis, renewable once, while the rest are on permanent and pensionable terms.
