KSG is a State Corporation established to offer management training, research, consultancy and advisory services to the public sector. The School has been instrumental in setting up fast track management strategies through observance of high standards of integrity, competence, ethics and a culture of transparency whilst implementing the provisions of her mandate. Today it offers services to both National and County governments, private sector players as well as those from the Non-Governmental Organizations (NGOs). The Government recognizes the need to have a competent, well skilled and motivated workforce in the public service. The human resource must at all times have its potential developed to the maximum through effective training and capacity building. This will in turn give the Public Service the impetus necessary for it to deliver improved services to its clients and provide an enabling environment for other sectors of the economy to operate. The role of KSG is to provide learning and development programmes that will inculcate public service values and ethics in the devolved government for the delivery of results to the Kenyan citizenry. Job Description

Role Overview

This senior role focuses on driving organisational performance by designing, monitoring, and reporting on strategic and operational targets. Day-to-day work involves co-ordinating with departments to track progress against annual performance contracts, analysing data to produce quarterly and annual reports, and advising leadership on policy positions that strengthen accountability. The position is critical to ensuring that the Authority meets its mandated goals and complies with national performance management frameworks.

Key Responsibilities

  • Develop and refine annual performance contracts for the organisation, ensuring alignment with national guidelines and strategic priorities.
  • Prepare quarterly, semi-annual, and annual corporate performance reports, synthesising data from across departments to highlight achievements and gaps.
  • Design and implement monitoring and evaluation tools that track departmental work plans, major projects, and strategic milestones.
  • Co-ordinate with inter-agency performance monitoring teams, providing feedback and incorporating external requirements into internal processes.
  • Lead the cascading of performance contract guidelines throughout the organisation, ensuring every level understands and applies the targets.
  • Conduct mid-term and end-term assessments of the Authority’s strategy implementation and programme outcomes, producing actionable insights.
  • Facilitate annual performance reviews for the corporate contract, submitting final reports to relevant government monitoring agencies.
  • Liaise with departments to monitor implementation milestones for contracted major projects and report on progress to senior management.

Requirements & Qualifications

  • Education: Bachelor’s degree in Economics, Statistics, Mathematics, Project Management, Monitoring & Evaluation, or a related field from a recognised institution. A Master’s degree in Economics, Statistics, Mathematics, Strategic Management, Monitoring & Evaluation, Public Policy, Project Planning and Management, or an equivalent qualification is also required.
  • Experience: At least twelve years of relevant work experience, including three years in a supervisory or comparable role. Additionally, candidates must have served for a minimum of three years in the position of Principal Officer or an equivalent grade.
  • Professional membership: Membership in a relevant professional body, where applicable, is required.
  • Management training: Completion of a management course lasting no less than four weeks from a recognised institution.
  • Competencies: Demonstrated merit and ability as reflected in work performance and results. Must meet the requirements of Chapter Six of the Constitution of Kenya 2010 (e.g., clearance from relevant authorities).
