Role Overview
This position leads a multi-component portfolio focused on peace, recovery, and durable solutions for communities affected by displacement and climate-related shocks in Kenya. The day-to-day work involves steering programme strategy, ensuring compliance with donor and organizational standards, and coordinating closely with government bodies, UN partners, and community stakeholders. Success in this role directly determines whether recovery initiatives translate into tangible improvements in livelihoods, natural resource management, and social cohesion for vulnerable groups.
Key Responsibilities
- Oversee the full lifecycle of the Peace, Recovery, and Solutions portfolio, including operational planning, administrative oversight, technical quality assurance, and financial backstopping, in line with IOM policies and donor expectations.
- Track implementation progress against approved workplans, budgets, and results frameworks; identify bottlenecks early and propose corrective measures to senior leadership when targets are at risk.
- Embed robust monitoring, evaluation, and learning practices across all projects, working with the M&E unit to capture evidence, document lessons, and adjust approaches based on real-world feedback.
- Recruit, develop, and manage a diverse programme team, ensuring that activities across different components are well-coordinated and mutually reinforcing rather than operating in silos.
- Build and sustain strategic relationships with national and county-level government authorities, civil society organizations, UN agencies, and local communities, representing IOM in high-level meetings and technical working groups.
- Lead donor reporting processes, consolidating inputs from technical staff and partner organizations to produce timely, accurate narrative and financial reports—particularly for the Korea International Cooperation Agency (KOICA) and other funding partners.
- Design and develop new project concepts and proposals that address the drivers of displacement, strengthen community resilience, and promote socio-economic recovery through livelihood support, WASH interventions, and conflict-sensitive natural resource management.
- Coordinate visibility and communications efforts, including human-interest stories, photos, and videos, to showcase programme impact to national, regional, and global audiences.
- Integrate cross-cutting priorities—gender equality, accountability to affected populations, environmental protection, and conflict sensitivity—into all programme design, implementation, and review processes.
- Facilitate regular information exchange among IOM, donors, and implementing partners, organizing donor site visits, learning events, and review meetings as needed.
Requirements & Qualifications
- A Master’s degree in Social Sciences, International Relations, Development Studies, Law, or a related field, with at least five years of relevant professional experience; alternatively, a Bachelor’s degree in a similar field with seven years of experience will be considered.
- Demonstrated professional background in livelihoods and economic empowerment, WASH, climate change adaptation, or migration-related programming, preferably within UN agencies, government institutions, or international organizations.
- Proven track record in managing complex projects from design through implementation, including financial oversight, donor compliance, and results-based management.
- Strong ability to establish and maintain productive working relationships with government counterparts, donors, civil society partners, and international organizations; prior engagement with KOICA is a distinct advantage.
- Excellent oral and written communication skills in English, with working knowledge of Korean or another UN official language (Arabic, Chinese, French, Russian, or Spanish) considered a plus.
- Solid understanding of project management principles, monitoring and evaluation frameworks, and budget administration, alongside a working knowledge of migration-related issues and their intersection with development, peacebuilding, and climate resilience.
- Demonstrated commitment to organizational values, including inclusion, transparency, professionalism, courage, and empathy, as well as the ability to work collaboratively, deliver results under pressure, and communicate complex information clearly to diverse audiences.
