Role Overview
The Presiding Officer (PO) is the most senior official at a polling station and is accountable for every aspect of voting on election day. The Deputy Presiding Officer (DPO) works alongside the PO, takes on delegated tasks, and assumes full charge when the PO is unavailable. This role is central to delivering a credible, transparent, and well-organised poll, because the PO directly controls the technology, materials, staff, and results transmission at the station.
Key Responsibilities
- Take overall charge of the polling station and directly supervise all election officials assigned there.
- Demarcate and lay out the polling station so that voting can proceed efficiently and securely.
- Check that the KIEMS kit, power bank, and all components are present and fully charged before travelling to the polling station.
- Run the KIEMS network connectivity tool at 5:30 a.m., officially open the voting period on the system, and close it at the end of polling.
- Distribute materials to clerks, manage the flow of voters in the queue, and maintain law and order throughout the day.
- Show party agents the tabulated results before transmitting all results and logs electronically to the tallying centre, and confirm that transmission is complete.
- Post a copy of the election results at the polling station and physically deliver the results to the Constituency Returning Officer.
- Maintain regular updates with the Constituency Returning Officer, oversee security at the station, and ensure election materials are safely retrieved and returned to the RO.
Requirements & Qualifications
- Must be a Kenyan citizen with a reputation for high integrity and strict political neutrality.
- Possession of a degree or diploma from a recognised institution.
- Comfortable using computers and standard software.
- Strong communication skills, both spoken and written.
- Ability to write clear, accurate reports.
- Capacity to manage people and handle sensitive data and materials responsibly.
- Competence in data computation and basic arithmetic.
- Availability for the full duration of the election exercise.
- Must reside in the County Assembly Ward.
