Job Description

Role Overview

This role sits at the heart of TI-Kenya’s efforts to measure what works and adapt programming accordingly. Working closely with the MERL Coordinator, the job holder will design and maintain robust MERLA systems, oversee data quality, prepare reports for internal and external audiences, and help create a culture of continuous learning across projects and partnerships. The position matters because credible evidence and responsive learning are essential for delivering anti-corruption programs that genuinely achieve impact and satisfy donor requirements.

Key Responsibilities

  • Support the development of results frameworks, monitoring and evaluation plans, and associated MERLA tools, ensuring they are technically rigorous and aligned with recognized good practice.
  • Help assess the capacity of existing monitoring systems and provide hands-on support to strengthen them across programs and implementing partner organizations.
  • Track progress of program and project activities against expected outputs and outcomes, coordinating data collection, validation, and analysis for performance indicators.
  • Consolidate project and program reports for internal and external reporting cycles, review the quality of submissions from staff, partners, and external service providers, and make actionable recommendations for improvement.
  • Generate regular monitoring and evaluation reports, including quarterly updates for management, and facilitate the sharing of findings with program teams and stakeholders.
  • Contribute to building MEL capacity by designing and delivering workshops, coaching sessions, and other learning opportunities for staff and partners.
  • Support institutional and project planning processes, helping align program or project plans with the organization’s strategic priorities and donor or partner requirements.
  • Assist with resource mobilization efforts by ensuring MERLA considerations are integrated into proposals, budgets, and work plans, and provide budget oversight for MERL activities.

Requirements & Qualifications

  • Bachelor’s degree in Quality Assurance, Statistics, Project Management, Monitoring and Evaluation, Management, or a related social science discipline.
  • A certification in monitoring and evaluation, project management, or a closely related field is an advantage.
  • At least three years of relevant professional experience in programming, monitoring and evaluation, research, or quality assurance.
  • Demonstrated ability to collect, analyze, and synthesize data into strategic information that supports decision-making by program leaders and external stakeholders.
  • Strong report writing and presentation skills, with experience delivering findings and reviews to project or program audiences.
