The Programme Management Officer serves as the strategic product owner for ReliefWeb, a leading humanitarian information platform, balancing the long-term vision of the service against the practical, day-to-day needs of aid workers and decision-makers. This role sits at the intersection of product strategy, stakeholder engagement, and operational delivery, ensuring ReliefWeb continues to evolve as a trusted and useful tool during complex emergencies and natural disasters.
Role Overview
In this position, you will define the product roadmap for ReliefWeb, guide its development through agile practices, and work closely with internal technical teams, external service providers, and partner platforms such as the Humanitarian Data Exchange. You will also manage project budgets, coordinate user research, and lead teams that collect and verify humanitarian information. This is a hands-on role that requires both strategic thinking and the ability to translate user feedback into concrete, implementable improvements to the platform.
Key Responsibilities
- Act as the primary product manager for ReliefWeb, setting the strategic direction and multi-year roadmap in alignment with humanitarian user needs and organisational priorities.
- Plan, execute, and monitor projects and programmes, reviewing progress, identifying obstacles, and taking corrective action to keep initiatives on track.
- Facilitate workshops and planning sessions to develop quarterly workplans, roadmaps, and change management plans that balance stakeholder expectations, user research, technical feasibility, and team capacity.
- Build and maintain relationships with product managers of other OCHA platforms, contributing to common data standards, schemas, and the integration of artificial intelligence capabilities for a coherent information ecosystem.
- Design and run user surveys and data collection mechanisms to understand the needs of humanitarian practitioners, analysing responses to surface problems and inform product decisions.
- Prepare written outputs including background papers, analytical reports, sections of evaluations, and content for publications, ensuring clarity and evidence-based conclusions.
- Coordinate outreach and capacity-building efforts, including training sessions, seminars, and presentations that promote effective use of ReliefWeb.
- Manage budget-related processes for assigned programmes, including submissions, progress reports, financial statements, and work programme documentation, while liaising with technical teams on software development, cybersecurity, and infrastructure needs.
Requirements & Qualifications
- An advanced university degree (Master's degree or equivalent) in business administration, management, economics, information management, social sciences, or a related field is required. A first-level degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
- A minimum of seven years of progressively responsible experience in project or programme management, administration, or a related field is required.
- At least three years of experience within the last seven years managing digital or data products is required.
- Experience using agile methodologies for technical product development is desirable.
- Relevant experience in a humanitarian context, either within the UN Common System or another comparable international organisation, is desirable.
- At least three years of international field experience in aid operations, specifically in complex emergencies or natural disasters, within the past seven years is desirable.
