Qualifications
For appointment to this grade, a candidate must have:
- At least fifteen (15) years' cumulative work experience, three (3) of which should have been at the grade of Assistant Director, Supply Chain Management or in a comparable position in the Private or Public Sector;
- Bachelor's degree in any of the following disciplines: Supply Chain Management, Commerce (Supplies Management option), Procurement and Logistics, or an equivalent qualification from a recognized institution;
- Master's degree in any of the following disciplines: Logistics and Supply Chain Management, Business Administration (Purchasing and Supplies), or an equivalent qualification from a recognized institution;
- Membership in the Kenya Institute of Supplies Management (KISM), Chartered Institute of Purchasing and Supplies (CIPS), or any other relevant professional body;
- Certificate in Leadership Course;
- Demonstrated merit and ability as reflected in work performance and results.
Duties and Responsibilities
The Deputy Director, Supply Chain Management is responsible for the following functions:
- Interpret relevant laws and statutes and ensure adherence to them;
- Enforce measures to ensure integrity and the application of high professional Supply Chain Management standards and guidelines;
- Oversee the development and implementation of plans to integrate e-procurement into hospital operations;
- Ensure the implementation of effective procurement risk management strategies;
- Monitor and evaluate the performance of Supply Chain Management systems;
- Promote effective supply management values;
- Coordinate the maintenance of a database of approved sources of supplies and research into new and alternative sources;
- Authorize the disposal of inventory and other assets;
- Oversee the activities of tender, procurement, inspection, receipt, and disposal committees;
- Spearhead the development of strategies to improve supplier performance in terms of on-time delivery and quality specifications;
- Ensure prudent utilization of resources;
- Prepare and file statutory reports to and from the Public Procurement Oversight Authority (PPOA);
- Approve procurement documents;
- Facilitate the preparation and presentation of bid awards to the Board for approval;
- Coordinate the planning, compilation, and preparation of procurement budgets for NLAS; and
- Coordinate the development and implementation of performance improvement strategies and capacity building.
Remuneration
NLAS Grade 3: Ksh. 202,875 x 19,303 – 222,178 x 19,305 – 241,483 x 19,305 – 260,788 x 19,305 – 280,093 x 19,305 – 299,398 x 19,305 – 318,703 x 19,305 – 338,008 x 19,305 – 357,313 p.m.
NOTE: NLAS Grades 1, 2 & 3 are on a three-years contract basis, renewable once while the rest are on permanent and pensionable terms.
