Job Description
Responsibilities include:
- Oversee and provide technical leadership for day-to-day implementation of surveillance activities in francophone Africa, with a strong focus on DRC, Senegal, Cote d’Ivoire, Madagascar, and Morocco.
- Lead the development, coordination, and implementation of surveillance activities outlined in the program workplan. This includes epidemiological and laboratory surveillance for zoonotic, epidemic-, and pandemic-prone diseases, as well as outbreak investigations at national, regional, and international levels.
- Provide technical oversight to country-based technical staff to ensure project activities align with work plans and meet quality standards.
- Review and revise project and donor reports and draft publications and external communication as needed
- Coordinate and work with a diverse group of organizations, such as ministries of health, district health staff, international and national development partner organizations, across assigned geographies.
- Demonstrate good judgment in selecting methods, techniques, and evaluation criteria for obtaining solutions, with little supervision.
- Provide expert input to national guidelines and normative policies, advising governments and partners on best practices in surveillance.
- Serve as the regional lead for technical implementation of infectious disease surveillance activities, ensuring alignment with Joint External Evaluation results, International Health Regulations (IHR), and other global standards.
- Provide technical assistance for DHIS2 system development and implementation, emphasizing capacity building and staff training.
- Ensure timely production and dissemination of high-quality data and information, including situation reports, bulletins, and health risk assessments. Coordinate with technical and program staff to maintain compliance with award requirements and organizational policies.
- Support internal learning and development of infectious disease surveillance activities within PATH
Required qualifications and experience:
- Master’s degree or its International Equivalent in epidemiology, public health, veterinary medicine or related field from a recognized institution.
- At least 5 years of international experience applying epidemiological principles and methods in the design, implementation, and management of surveillance systems. Experience should include epidemiological analysis, training, and research.
- At least 3 years of experience managing or providing technical leadership on large USG-funded projects.
- Demonstrated expertise in zoonotic diseases, surveillance systems, and outbreak investigation and control across Francophone, particularly DRC, Senegal, Cote d’Ivoire, Madagascar, or Morocco.
- Experience leading national and regional infectious disease surveillance projects, including multi-country coordination.
- Experience in leading infectious disease surveillance and global health security projects in DRC, Senegal, Cote d’Ivoire, Madagascar, or Morocco strongly preferred.
- In-depth knowledge and practical expertise in public health issues, epidemiological principles, and surveillance systems, techniques, and procedures.
- Proven ability to foster cross-country collaboration in epidemiology, surveillance, and response.
- Ability to analyze information, identify problems and recommend solutions or adjustments that consider a country’s individual context.
- Ability to work independently and collaboratively in complex environments with multiple tasks, short deadlines, and a strong emphasis on quality.
- Strong analytical skills, and experience with DHIS2 use and tool development.
- Relevant publications, presentations, reports.
- Prior work experience in a non-governmental organization (NGO), government agency, or private organization
- Prior experience in animal health, zoonotic diseases, or multisectoral collaborations.
- English and French proficiency required.
- Willing to travel within country and internationally up to 25%.
