Role Overview
This position exists to make sure project activities are delivered to a high standard by keeping a tight grip on monitoring, evaluation, and research work, while also helping to coordinate activities across the project. On a daily basis, you will support data systems, review reports from partners, verify data quality, and work closely with both internal teams and external stakeholders to keep implementation aligned with objectives and donor expectations. Your work matters because it directly determines whether the project can demonstrate results, learn from evidence, and stay accountable to funders and the communities served.
Key Responsibilities
- Strengthen the existing monitoring, evaluation, and research systems used by both the project and the broader country office, ensuring they are practical, up to date, and aligned with current needs.
- Help design and roll out M&E plans, performance frameworks, work plans, and budgets, then track progress against these to make sure activities stay on course and within budget.
- Ensure timely and accurate data capture using approved monitoring tools, including updating grant management information systems, quarterly dashboards, and Global Fund progress update reports (including PUDR submissions).
- Technically review reports submitted by sub-recipients, give constructive feedback, and support them to improve their own monitoring and reporting practices.
- Maintain well-organised project databases, backups, and filing systems, and contribute to monthly, quarterly, and annual programmatic performance reporting.
- Carry out regular data quality audits and onsite data verification exercises to make sure project data is reliable and can be used with confidence for decision-making.
- Provide hands-on capacity building and mentorship to sub-recipients and civil society organisations, especially around M&E systems, grant compliance, performance-based funding, and organisational strengthening.
- Represent the project in coordination meetings with government health officials, technical working groups, and progress review forums, and support the development of funding proposals, abstracts, manuscripts, and other documentation that showcases project results.
Requirements & Qualifications
- University degree in statistics, health records, public health, epidemiology, project planning and management, demography, or a closely related discipline, with at least three years of relevant work experience.
- Formal professional training in monitoring and evaluation.
- Hands-on experience in public health programme implementation, M&E, and stakeholder engagement; experience working with Global Fund grants is a strong added advantage.
- Proficiency with database and statistical software including DHIS2, SPSS, STATA, Epi Info, R, and Microsoft Office applications; familiarity with ERP or SAP systems is preferred.
- Strong working knowledge of Ministry of Health M&E tools and systems, particularly those used for TB and HIV programmes.
- Proven experience working with TB and HIV programmes, including familiarity with relevant indicators and reporting requirements.
- Excellent English communication and presentation skills, with the ability to interact diplomatically with donors, county and national health officials, local partners, and community representatives.
- Ability to work independently, take initiative, and manage multiple priorities without constant supervision.
- Demonstrated ability to design, maintain, and continuously improve M&E strategies, policies, and procedures.
- Strong analytical and problem-solving skills, with sound judgement in uncertain situations and a willingness to manage risk appropriately.
- A collaborative mindset that encourages input from others, adopts participatory approaches, and communicates clearly and assertively to keep teams aligned.
