Qualifications
Candidates must meet the following minimum requirements:
- At least fifteen (15) years of cumulative work experience, three (3) of which must have been at the grade of Assistant Director, Information and Communication Technology or in a comparable position in the private or public sector.
- A Bachelor’s Degree in any of the following fields: Information Technology, Computer Science, Business Information Technology, Software Engineering, ICT Project Management, Computer Engineering, or other relevant and equivalent qualifications from a recognized institution.
- A Master’s degree in any of the following disciplines: Information Technology, Computer Science, Business IT, Software Engineering, ICT Project Management, Computer Engineering, or any other relevant and equivalent qualification from a recognized institution.
- Registration with CISA Membership or an equivalent ICT professional body.
- A certificate in a Leadership Course.
- Demonstrated merit and ability as reflected in work performance and results.
Duties and Responsibilities
The Deputy Director, Information Communication Technology shall be responsible for the following functions:
- Overseeing the implementation of policies, strategies, procedures, standards and guidelines in the provision of ICT services.
- Ensuring compliance with established Information Communication Technology standards, procedures and regulations.
- Facilitating planning, designing, implementation and aligning of ICT strategies for effective management of services at all levels.
- Providing advice to NLAS on matters ICT.
- Overseeing NLAS’ Intranet and Internet connection and services.
- Administering and maintaining web-based systems and database server configuration.
- Conducting staff performance management.
- Ensuring the provision of specifications and standards in the procurement of ICT software and equipment.
- Overseeing the installation of computer software and hardware in the service.
- Facilitating the provision of support in tele-mental services.
- Overseeing the management, maintenance and upgrading of ICT systems and infrastructure.
- Facilitating the provision of technical support and training in the use of ICT.
- Maintaining system security and databases.
- Ensuring prudent utilization of resources allocated to the Department.
- Coordinating the development and implementation of departmental work plans.
- Facilitating training and research in the department.
Remuneration
Salary will be in accordance with NLAS Salary Scale – Grade 3: Kshs. 202,875 x 19,303 – 22,2178 x 19,305 – 241,483 x 19,305 – 260,788 x 19,305 – 280,093 x 19,305 – 299,398 x 19,305 – 318,703 x 19,305 – 338,008 x 19,305 – 357,313 per month.
Note: NLAS Grades 1, 2 & 3 are on a three‑year contract basis, renewable once. The rest are on permanent and pensionable terms.

Successful candidates must satisfy the requirements of Leadership and Integrity as set out in Chapter six (6) of the Constitution of Kenya and shall be required to present the following documents before being issued with an offer letter:

- Tax Compliance Certificate from Kenya Revenue Authority.
- Certificate of Good Conduct from the Directorate of Criminal Investigations.
- Certificate of Clearance from Credit Reference Bureau.
- Clearance Certificate from Higher Education Loans Board or proof of ongoing repayments.
