Role Overview
Working within the Law Division’s finance and budget team, you will turn raw financial and programme data into clear visual reports and actionable insights that guide planning, budget decisions, and presentations to internal and intergovernmental audiences. You will also serve as a trusted advisor on budgetary policies and results-based budgeting, ensuring that every proposed obligation and expenditure complies with approved budgets, UN regulations, and international accounting standards. Your work directly safeguards the integrity of financial systems and enables effective delivery of environmental programmes and multilateral agreements.
Key Responsibilities
- Collect, analyze, and interpret financial and programme data, using charts, graphs, tables, and other visualization techniques to surface trends and support evidence-based decision-making.
- Advise and train colleagues on budgetary and financial policies, including results-based budgeting approaches, to ensure consistent and compliant practice across the division.
- Participate in interdepartmental meetings and technical survey missions covering resource requirements, programming, and budgetary issues.
- Monitor and reconcile financial and administrative data to identify discrepancies, ensure integrity of management systems, and recommend corrective actions.
- Draft reports, correspondence, and briefing documents for management and intergovernmental bodies on budget execution, policy compliance, and resource allocation.
- Act as Certifying Officer under Financial Rule 110.4, verifying that obligations and expenditures align with approved budgets, regulations, and rules before authorizing them.
- Liaise with UNEP’s Corporate Services Division, the UN Secretariat, UNDP, and UNOPS on financial and administrative matters affecting programme implementation and delivery.
- Conduct research on budgetary policies and procedures, propose modifications, and support the division’s representation in legislative and intra/inter-departmental meetings; occasionally supervise unit staff and perform related duties as needed.
Requirements & Qualifications
- An advanced university degree (Master’s or equivalent) in business administration, finance, accounting, or a related field; a first-level degree combined with two additional years of relevant work experience may be accepted in lieu.
- Completion of degree or non-degree programs in data analytics, business analytics, or data science is desirable.
- At least seven years of progressively responsible experience in finance, administration, budget, business administration, or a related area.
- Hands-on experience with SAP or another Enterprise Resource Planning (ERP) system is essential.
- Proven experience preparing or analyzing financial statements under IFRS or IPSAS accounting standards.
- Experience delivering financial management and administrative services to Multilateral Environmental Agreements (MEAs) or international environmental treaties, such as the Montreal Protocol, is required.
- Solid experience with data analysis, reconciliation, and reporting; familiarity with drafting reports for intergovernmental bodies or donors is desirable.
- Prior work in an international organization such as the United Nations or a similar institution is strongly preferred.
