Job Description

Role Overview

This senior position within the Human Resource Directorate is responsible for aligning people management practices with the Institute's strategic objectives. The role combines operational oversight with policy leadership, covering everything from payroll accuracy and HRIS integrity to staff development and succession planning. It matters because effective delivery here ensures the Institute remains compliant, well-staffed, and able to retain a capable and motivated workforce.

Key Responsibilities

  • Lead the implementation and periodic review of HR policies, procedures, and systems, ensuring alignment with government legislation, institutional regulations, and evolving best practice.
  • Direct workforce planning by analysing staffing levels, advising on establishment structures, and recommending succession management and redeployment strategies that support long-term business continuity.
  • Oversee payroll administration, verifying the accuracy and timeliness of employee compensation and ensuring all statutory deductions are processed correctly and in full compliance.
  • Manage the employee lifecycle across induction, orientation, onboarding, performance management, discipline, and welfare, creating a consistent and fair experience for all staff.
  • Coordinate training needs assessments, develop annual training plans, and monitor the delivery of capacity-building programmes to close skills gaps and strengthen internal competencies.
  • Embed quality management systems, risk management frameworks, and continuous improvement initiatives throughout the Human Resource Directorate.
  • Advise senior management and the Board on HR performance, emerging trends, and workforce challenges, presenting clear reports and briefs to support informed decision-making.
  • Supervise, mentor, and appraise officers within the directorate to build a high-performing team and support professional development at every level.

Requirements & Qualifications

  • A minimum of twelve years' progressive work experience in human resource management, including service at the level of Principal Human Resource Management Officer.
  • A bachelor's degree in Human Resource Management, Business Management, Business Administration, or a related discipline.
  • A master's degree in Human Resource Management, Human Resource Development, Strategic Planning, or an equivalent field of study.
  • A recognised management development course of not less than four weeks' duration from an accredited institution.
  • Professional qualification and full membership of the Institute of Human Resource Management (IHRM).
  • A current and valid IHRM practising licence.
