Advisor, Cash, Livelihoods and Child Poverty

Role Overview

This role leads the technical direction and quality assurance for Cash and Voucher Assistance, livelihoods, and child poverty interventions across a portfolio that includes multiple regions and focuses on Asia. Day to day, the Advisor sets global standards and tools, performs technical sign-off on programme designs and risk analyses, and drives a "Cash Plus" innovation agenda that links cash transfers with complementary services for stronger child outcomes. The position matters because it ensures Save the Children’s emergency responses and long-term programmes are evidence-based, inclusive, and coordinated across humanitarian and development settings.

Key Responsibilities

• Set and maintain global technical standards, guidance, and resources for cash, livelihoods, and child poverty work, and enforce them through quality-assurance reviews and technical sign-off.
• Lead or contribute to situational assessments, response analyses, and proposal development during major emergencies, ensuring programmes are well designed, properly budgeted, and aligned with organisational priorities.
• Act as the primary technical contact for Country Offices, guiding programme design, implementation, monitoring, and improvement to achieve measurable impact.
• Oversee feasibility and risk analyses for cash and voucher interventions, including transfer-value calculations, market assessments, and operational planning.
• Promote integrated programming through "Cash Plus" approaches that combine transfers with nutrition, protection, education, and other sectors to address child poverty holistically.
• Provide matrix supervision to Country Office technical staff during deployments and surges, manage consultants, and lead the global Community of Practice to build organisational capability.
• Support emergency preparedness, response, and recovery planning, incorporating market, gender, and disability analyses, and foster cross-team collaboration.
• Facilitate learning and knowledge sharing across teams, applying best practice and lessons learned to improve programme sustainability and impact.
• Travel up to 40% to priority countries and uphold commitments to safeguarding, diversity, equity, and inclusion.

Requirements & Qualifications

• Experience: extensive international experience in child poverty, cash and voucher programming, and livelihoods across humanitarian, recovery, and development contexts, with a range of donors and sectors.
• Technical skills: proven expertise in market-based programming (MBP, MSD, M4P), social protection, HEA, Cost of the Diet, EMMA, and MIFIRA; also in climate-resilient livelihoods, financial inclusion, graduation pathways, Climate Smart Agriculture, and anticipatory action.
• Cash and voucher specific: hands-on experience designing and managing cash and voucher interventions, including transfer value calculations, feasibility assessments, risk analysis, and operational delivery.
• Partnership and localisation: track record of building equitable partnerships and advancing localisation through capacity strengthening and collaboration with local, national, and global stakeholders.
• Representation: experience representing an organisation in inter-agency, donor, and global technical forums (e.g., CALP, clusters, sector working groups).
• Leadership: ability to provide technical leadership, coaching, and capacity strengthening to country teams, with strong influencing, negotiation, and communication skills.
• Analytical ability: strong problem-solving skills, interpreting complex data to drive programme improvements and apply emerging evidence.
• Programme design: extensive experience in programme design and proposal development, with successful donor fundraising and business development.
• Commitment to diversity, equity, and inclusion; ability to work independently and travel internationally up to 40%, including in challenging environments.
• Education: post-graduate degree in International Development, Economics, Social Policy, or related field. A relevant undergraduate degree plus professional experience may substitute.
