Programme Manager- MEAL

Role Overview

This position leads how Concern Kenya measures, learns from, and communicates the impact of its programmes. Day to day, the role means shaping MEAL strategy, overseeing evaluations and research, turning data into decisions, and managing a small team that handles monitoring, accountability, and communications. The work matters because it keeps programmes credible, responsive to communities, and aligned with donor commitments across Kenya.

Key Responsibilities

• Direct the design and roll-out of MEAL frameworks — theories of change, logical frameworks, indicator plans, and monitoring tools — across all country programme portfolios.
• Ensure field data is collected, cleaned, analysed, and visualised through dashboards and reports that programme managers and senior leadership use for course correction.
• Oversee feedback and complaint mechanisms so community voices are systematically logged, resolved, and reflected in programme adaptations.
• Lead baseline and endline surveys, needs assessments, evaluations, and operational research — from methodology and sampling through to team training, fieldwork, and final reporting.
• Provide MEAL input during proposal development and donor reporting, making sure evidence, indicators, and accountability commitments are realistic and tracked over the grant cycle.
• Build the skills of staff, partners, and local authorities through coaching and structured capacity strengthening, with an emphasis on locally led monitoring and evaluation.
• Guide the communications officer to turn evidence and learning into briefs, case studies, infographics, and advocacy materials that follow ethical consent standards.
• Represent Concern Kenya in national technical forums and advise senior management on programme quality, evidence gaps, and emerging accountability risks.

Requirements & Qualifications

• Master’s degree in statistics, epidemiology, monitoring and evaluation, project management, social sciences, economics, or a closely related discipline.
• At least five years of progressive MEAL experience, covering system design, surveys, assessments, evaluations, and research in a development or humanitarian setting.
• Proven knowledge of quantitative and qualitative methodologies, including SMART, SQUEAC, and LQAS, with the ability to train data collection teams on sampling and quality assurance.
• Sustained experience developing theories of change, logical frameworks, and indicator plans, plus a track record of translating them into donor reporting.
• Working familiarity with digital data collection platforms, information management systems, and data governance processes that protect confidentiality and comply with Kenyan law.
• Demonstrated ability to support grant management by using performance data and participant feedback to guide adaptive management.
• Excellent analytical writing, presentation, and stakeholder engagement skills, including fluency in English and Kiswahili and proficiency in relevant data analysis and Microsoft Office tools.
