Job Description

Position Title: Project Accountant (NGO)

Organization: CEFA (European Committee for Training and Agriculture)

Project: GROW (Gender-Responsive Opportunities for Water, Livelihood & Climate Resilience)

Remuneration: KES 55,000 – 70,000 (Gross)

Location: West Pokot County, Kenya

Role Purpose

We are seeking a precise and mission-driven Project Accountant to manage the financial infrastructure of the AICS-funded "GROW" project. Operating under the direct supervision of the Project Administrator, you will ensure that every financial transaction—from field-level water access initiatives to agroforestry programs—is recorded with absolute accuracy and transparency. You will serve as a guardian of donor regulations, ensuring that all expenditures align with AICS and CEFA standards while maintaining the liquidity necessary to drive humanitarian interventions in the ASAL areas of West Pokot. This position requires a professional who can navigate the complexities of NGO accounting while contributing to the overall resilience of vulnerable communities.

Functional Responsibilities

Financial Management & Daily Accounting

  • Record and process all project financial transactions, ensuring costs are accurately allocated to specific budget lines (Water/WASH, Food Security, or DRR).

  • Manage day-to-day field cash liquidity and accounting, ensuring the SQUARE system is updated for real-time financial tracking.

  • Conduct comprehensive monthly reconciliations and resolve accounting discrepancies through data analysis.

  • Verify that all payments to suppliers, partners, and consultants strictly adhere to procurement procedures and budget limits.

Reporting, Compliance & Audit Readiness

  • Prepare periodic financial reports for the donor (AICS), ensuring all documentation is traceable and accurate.

  • Develop and monitor internal control frameworks to safeguard project assets and mitigate financial risk.

  • Support the Project Manager in budget preparation for field missions and thematic interventions.

  • Act as a focal point for external audits, facilitating the review process by maintaining archived, high-quality accounting records.

  • Ensure all consultant contracts, timesheets, and Terms of Reference (ToR) are complete and compliant with administrative standards.

Strategic Support & Operational Oversight

  • Conduct regular financial trend analyses to identify opportunities for cost optimization and budget efficiency.

  • Liaise with the Head of Finance and Administration (HFA) to manage office administrative procedures in West Pokot.

  • Monitor project performance against financial plans, providing the Project Manager with data-driven insights for decision-making.

Professional Requirements

Background & Experience

  • Education: Bachelor’s degree in Economics, Finance, Accounting, or a related field.

  • NGO Experience: Minimum of 2 years of experience in accounting and reporting, specifically within international cooperation or humanitarian projects.

  • Donor Knowledge: Previous experience with AICS (Italian Agency for Development Cooperation) or CEFA procedures is a significant asset.

  • Technical Proficiency: Mastery of Microsoft Excel and experience with automated accounting systems (e.g., SQUARE).

  • Integrity: High level of honesty and professional ethics in managing humanitarian funds.

  • Language: Proficiency in both written and spoken English and Kiswahili.

  • Analytical Detail: Strong skills in cash management, monthly reconciliations, and adherence to strict deadlines.
