Role Overview
The Program Analyst will coordinate and monitor a Key Population Peer Navigators Program operating across six counties in Kenya. The program aims to reconnect female sex workers and men who have sex with men who disappeared from KHIS records after the 2025 donor funding transition, and link them back to HIV prevention and treatment services. This is an oversight and coordination position: peer educators conduct tracing and client support under Community Health Assistant supervision, while the analyst works with those supervisors and government partners to keep delivery on track, address barriers, and strengthen reporting.
Key Responsibilities
- Coordinate county-level delivery against approved work plans, timelines, budgets, and cost-effectiveness targets, working through the CHA structure that supervises peer educators.
- Review monthly progress on tracing and service linkage, and support facility micro-planning, supervision, and mentorship schedules with CHAs and county counterparts.
- Assess performance and risks across the six counties, including KHIS reporting gaps, facility readiness, and prospects for counties to absorb peer educators; raise concerns with the Senior Director, Infectious Diseases, alongside practical responses.
- Build working relationships with County Health Management Teams, county KP coordinators, and facility leads; convene county entry discussions and help resolve linkage challenges raised in joint reviews.
- Coordinate with NASCOP and Ministry of Health teams to obtain facility-level lists of clients lost from records and support the restoration of KP reporting in KHIS.
- Represent CHAI in relevant national forums and coordinate with other implementing partners and donors, including Global Fund GC8 and PEPFAR-supported programs, to align activities and limit duplication.
- Maintain program tracking tools and review data quality by comparing peer educator records with KHIS and facility data; monitor indicators for prevention and ART re-engagement, reporting completeness, dataset activation, and retention by service model.
- Prepare routine program reports, contribute to the end-of-grant assessment of service approaches, support operational research, and track peer educator stipends, training, supervision, and micro-planning costs with CHAI finance.
