Job Description

Role Overview

This position sits at the heart of a professional association’s operations, taking charge of every purchasing decision from initial planning through final contract management. Reporting to the Chief Executive Officer, the Procurement Officer ensures that all acquisitions align with Kenya’s public procurement laws while also supporting the association’s strategic goals. Day to day, you will balance compliance reviews, tender administration, supplier negotiations, and team leadership, making sure each step follows approved budgets and regulatory standards.

Key Responsibilities

  • Verify that every procurement activity adheres to the Public Procurement and Asset Disposal Act, 2015, alongside the association’s own internal rules and governance frameworks.
  • Prepare the annual procurement budget, monitor its execution throughout the year, and recommend adjustments when spending patterns or operational needs shift.
  • Build a realistic procurement timetable linked to budget approvals, coordinating with department heads to ensure goods and services arrive when needed without disrupting financial discipline.
  • Draft, revise, and implement internal procurement policies, keeping them current with changes in legislation and best practice in Kenyan public procurement.
  • Prepare and issue tender documents, organise and participate in bid opening sessions, support evaluation committees, and confirm that every award follows fair, transparent, and legally sound procedures.
  • Oversee all supplier contracts, track performance against agreed service levels, and address breaches or renewal needs in collaboration with legal and finance teams.
  • Supervise and appraise procurement staff, working with human resources to clarify roles, provide guidance, and maintain accountability for each team member’s output.

Requirements & Qualifications

  • At least seven years of relevant procurement experience, including a minimum of three years at middle management level; prior exposure to public sector procurement is a strong advantage.
  • A bachelor’s degree in Procurement and Supplies Management or an equivalent qualification from a recognised institution.
  • Current membership with the Kenya Institute of Supplies Management (KISM) or full membership of the Chartered Institute of Procurement & Supply (MCIPS), with membership renewal maintained up to 2026 and a valid practising licence.
  • Certification as a Certified Procurement and Supply Professional of Kenya (CPSP-K) or equivalent CIPS certification.
  • Demonstrated knowledge of Government Procurement Regulations and a working command of the Public Procurement and Asset Disposal Act, 2015.
  • Computer literacy backed by a recognised certificate in computer applications.
  • Compliance with Chapter Six of the Constitution of Kenya (2010) regarding leadership and integrity.
  • Active membership of a relevant professional body in good standing, renewed up to 2026.
  • A valid practising certificate from the relevant regulatory authority.
