Role Mandate

On behalf of our client, a prominent leader in the Petroleum Transport sector, we are seeking a seasoned Operations & Logistics Officer. Based in Eldoret, this role is the heartbeat of the company's transport operations, ensuring that a fleet of high-value trucks remains roadworthy, cost-effective, and safe. You will be responsible for the end-to-end logistics lifecycle—from maintenance scheduling and spare parts procurement to fuel reconciliation and cross-border transit coordination. The ideal candidate is a logistical strategist who can minimize "empty miles" and idle time while ensuring 100% compliance with safety standards for petroleum products.

Key Performance Areas

Fleet Health & Spare Parts Optimization

  • Coordinate rigorous truck inspections post-offloading to confirm roadworthiness before the next dispatch.

  • Architect preventive maintenance schedules to proactively reduce breakdown frequency and mechanical downtime.

  • Manage the procurement of high-quality spare parts at competitive rates, maintaining a lean but effective inventory of critical items.

  • Audit maintenance records and track usage trends to identify opportunities for long-term cost savings.

Real-Time Tracking & Turnaround Management

  • Utilize advanced tracking systems to monitor truck movements, ensuring strict adherence to designated routes and safety protocols.

  • Optimize turnaround times at loading bays and customer sites, escalating delays to mitigate demurrage risks.

  • Oversee transit timelines for cross-border shipments, working closely with clearing agents and authorities to ensure swift passage at border points.

  • Maximize fleet utilization by streamlining scheduling and minimizing the time trucks spend idle between trips.

Fuel Management & Operational Control

  • Execute precise fuel monitoring by correlating dispensed volumes with mileage to detect anomalies or potential pilferage.

  • Investigate trucks displaying unusual consumption patterns and maintain rigorous monthly fuel reconciliation logs.

  • Direct driver coordination, ensuring all operators comply with safety standards, transport regulations, and company policies.

  • Prepare comprehensive daily and weekly reports on fleet status, maintenance history, and operational bottlenecks for management review.

Safety & Regulatory Compliance

  • Enforce strict Health, Safety, and Environment (HSE) standards specifically tailored for the handling of petroleum products.

  • Ensure all logistics operations comply with local and regional transport regulations, including weight limits and transit permits.

  • Promptly report and manage the resolution of incidents, breakdowns, or safety breaches in the field.

Requirements & Competencies

Professional Qualifications

  • Education: Bachelor’s degree or Diploma in Logistics, Supply Chain Management, Mechanical Engineering, or a related field.

  • Experience: Minimum of 5 years of experience in transport and logistics operations.

  • Sector Expertise: Prior experience in the Petroleum, Oil & Gas industry is highly preferred.

  • Geographical Knowledge: Familiarity with East/Central African trade corridors and cross-border clearing processes.

Essential Skills

  • Technical Savvy: Basic knowledge of vehicle mechanics and proficiency in fleet management software.

  • Analytical Ability: Skill in interpreting operational data to drive efficiency and reduce waste.
