Role Overview
This position sits where policy meets practice: the officer shapes small-enterprise and community development projects from the proposal stage, then stays with them through implementation to see whether they deliver what was promised. Day to day, the work involves reviewing project ideas from entrepreneurs and community groups, gathering and interpreting field data, and giving management a clear picture of progress, risks and results. It matters because the credibility of the wider programme — with oversight bodies, funders and the enterprises it serves — rests on projects being properly appraised, honestly monitored and accurately reported.
Key Responsibilities
- Screen and appraise project proposals from small businesses, cooperatives and community groups, testing assumptions on cost, feasibility and expected returns before recommending them for approval.
- Contribute to work plans, budgets and concept notes for enterprise development and environmental programmes, ensuring they align with the broader departmental strategy.
- Conduct field monitoring visits, verify physical and financial progress against agreed milestones, and raise variances early enough for corrective action to be taken.
- Develop and apply monitoring and evaluation instruments, including indicator frameworks, data collection templates and progress trackers, and interpret the data they generate.
- Prepare periodic technical and narrative reports for management, oversight bodies and development partners.
- Deliver business development support to enterprises — assisting with business plans, record keeping, market linkages and access to finance, and referring them to the appropriate support institutions.
- Carry out environmental and social screening of proposed projects to confirm that statutory safeguards and approval requirements are satisfied.
- Maintain project registers, files and databases so that records remain complete, retrievable and ready for audit or evaluation at any time.
Requirements & Qualifications
- A bachelor's degree in commerce, business administration, entrepreneurship, statistics, economics, project planning and management, or a closely related discipline from a recognised institution.
- A short-course certificate of at least two weeks' duration from a recognised institution in one of the following: project planning, project appraisal, project monitoring and evaluation, entrepreneurship, public policy analysis, small enterprise policy and promotion, environmental impact assessment and auditing, environmental management, or business development services.
- A certificate in computer application skills from a recognised institution.
- At least one year of hands-on experience in a comparable position.
- Evidence of merit and ability demonstrated through past work performance and measurable results.
