Responsibilities
Within delegated authority, the Human Rights Officer (Analyst/Reporting Officer) will be responsible for the following duties:
- Reviews and analyses information collected and advises the Fact Finding Mission staff on addressing gaps and following leads;
- In coordination with the Investigations Team Leader, identifies gaps and orients the investigation accordingly; coordinates closely with the Legal Adviser to ensure information collected corresponds to the required legal elements;
- Coordinates closely with the Gender Adviser to ensure gender perspectives are integrated throughout the investigation, and during analysis and report drafting, including on the gendered impact of the violations;
- Prepares briefings, summaries of information gathered and analytical documents as required;
- Coordinates the drafting of the Fact Finding Mission’s reports, and any other report produced by the Fact-Finding Missionand acts as its main drafter;
- Ensures that information collected is properly documented, in accordance with standard OHCHR methodology in coordination with the Investigation Team Leader and Coordinator;
- Assists in drawing analytical conclusions; proposes the structure of reports and visualisation of the Fact Finding Mission’s findings and conclusions; assists in developing actionable and gender-sensitive recommendations.
- Performs other duties as required.
Education
- Advanced university degree (Master's degree or equivalent degree) in law, political science, international relations or another discipline related to human rights is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of seven (7) years of progressively responsible work experience in human rights, international humanitarian law or international criminal law is required.
- A minimum of two (2) years of experience in the analysis and drafting of public human rights reports is required. Relevant working experience in or on the region is desirable.
