Job Description

Job Summary

The HSE Officer supports the implementation and management of the Health, Safety & Environment (HSE) Management Systems, Food Safety Management Systems, and all associated procedures. This role ensures compliance with applicable legal requirements to promote a safe working environment, minimize environmental impacts, reduce the risk of injuries and ill health, and foster a strong safety culture across LTWP operations. In addition, the role is responsible for ensuring adherence to all relevant local legislation including OSHA 2007, EMCA 1999, and WIBA 2007, alignment with industry best practices, the promotion of a positive safety culture, and the enforcement of LTWP’s Golden Safety Rules.

Job Details

Key Activities and Accountabilities  

  • Identify, mitigate, and manage project-related health, safety, and environmental impacts and risks in compliance with Kenyan legislation, including the Occupational Safety and Health Act (OSHA), 2007 and its regulations; the Environmental Management and Coordination Act (EMCA), 1999 and its regulations; and the Work Injury Benefits Act (WIBA), 2007. The HSE Officer also ensures compliance with the IFC Performance Standards on Environmental and Social Sustainability, the World Bank Group Environmental, Health and Safety (EHS) Guidelines, the ILO Labour Conventions, and LTWP’s Environmental, Social and Health and Safety (ESHS) plans, policies, and procedures.
  • Support the Senior HSE Officer in preparing the Site Safety Plan and Risk Management Plan;
  • Conduct Job Safety & Environmental Analyses (JSEA) / prepare Safe Work Method Statements (SWMS) and monitor implementation of ESHS plans, policies and procedures by LTWP employees and contractors;
  • Take part in hazard identification and risk assessment and suggest appropriate control measures to minimize risks; 
  • Take charge of the duties caried out by the Senior HSE officer on acting capacity when he is off duty;
  • Plan, organize, carry out HSE activities such as inspections, audits, trainings, toolbox talks, risk assessments, documentation and document control; 
  • Identify HSE related gaps within the organisation and suggest/organise relevant training (e.g., in relation to Occupational Safety and Health, First Aid and Fire Safety); 
  • Support in timely preparation and maintenance of key ESMS documentation, including, but not limited to, Environmental and Social Management Plans, the Occupational Health and Safety Plan, Water Management Plan, Waste Management Plan, Biodiversity and Conservation Management Plan, Hazardous Chemicals and Substances Plan, Emergency Preparedness and Response Plan), Permits and Licenses Tracker, HSE Activities Register, HSE Incidents Register, and LTWP’s E&S Policies;
  • Support in the preparation of weekly, monthly, and quarterly HSE reports within the stipulated timelines;
  • Support compliant reporting of HSE issues and closure of related actions across departments and contractors in line with LTWP’s policies and procedures, and utilising company approved system and processes;
  • Monitor contractor compliance with LTWP HSE policies, procedures and site rules through regular inspections, audits and engagement with contractor supervisors to ensure safe execution of work;
  • Administer and issue Permit-to-Work (PTW) documentation for high-risk activities in accordance with LTWP procedures, ensuring permits are properly reviewed, authorised, communicated and recorded;
  • Monitor implementation of the PTW system across site activities, ensuring staff and contractors comply with permit conditions through regular inspections and coordination with supervisors and contractors; and
  • Support the implementation of the LTWP Emergency Response Plan including participation in drills, incident response activities, and post-incident reviews to improve emergency preparedness.
  • Record and investigate incidents, near misses, accidents; prepare reports with root causes and corrective actions.

Requirements

  • Bachelor’s degree in engineering, Occupational Safety and Health, Environmental Science, or related equivalent field from a recognized institution;
  • NEBOSH Certification is mandatory;
  • 4+ years of experience;
  • Familiarity with Kenyan laws & Regulations (e.g., OSHA, 2007 and its regulations, EMCA, 1999, and its regulations and WIBA, 2007);
  • Knowledge of emergency procedures (e.g. fire evacuation procedures, first aid procedures, CPR/AED and spill response procedures);
  • Diploma in Occupational health and safety is an added advantage;
  • ISO 45001 Lead auditor in OSH, ISO 14001 Lead auditor in EMS, and ISO 22001 Lead auditor in FSMS will be an added advantage; and
  • Fire Safety Training will be an added advantage.
