Job Description

Role Overview

This senior leadership position sits at the centre of the country’s electoral operations, providing strategic direction and administrative oversight to every county and constituency field office. You will be the primary bridge between the Commission’s headquarters and its regional teams, ensuring that policies, readiness measures, and service standards are applied consistently and effectively across the entire electoral landscape. Your work directly influences the credibility of elections by making sure field teams are equipped, prepared, and aligned with the Commission’s mandate.

Key Responsibilities

  • Lead and coordinate the work of County Election Managers and Senior Election Officers, giving them clear direction and ensuring their teams operate as one cohesive network.
  • Take administrative ownership of all field offices, from staffing and performance management to the allocation and monitoring of vehicles, equipment, and other critical resources.
  • Ensure that every field office applies the Commission’s policies, decisions, and procedures uniformly, flagging any deviations and recommending corrective measures.
  • Act as the central communication channel between headquarters and the regions, consolidating county-level reports and preparing management briefs that inform high-level decision-making.
  • Drive electoral preparedness by assessing the readiness of county and constituency offices, coordinating pre-election assessments, and monitoring the implementation of improvement plans.
  • Identify operational risks, security concerns, and business continuity issues affecting field operations, then coordinate practical mitigation strategies.
  • Track how Commission resolutions are implemented at county and constituency level, reporting progress and obstacles to leadership.
  • Build the capacity of field staff by identifying training needs, coordinating professional development programmes, and collaborating with other directorates to improve overall service delivery.

Requirements & Qualifications

  • Bachelor’s degree in Finance, Accounting, Planning, Education, Project Management, Business Management, Political Science, Human Resource Management, Sociology, Social Work, Development Studies, Communication, Public Administration, Public Relations, or an equivalent qualification from a recognised institution.
  • Master’s degree in Social Sciences, Communication, Education, Planning, or an equivalent field.
  • At least fifteen years of relevant cumulative experience, including a minimum of three years at senior management level.
  • Proven ability to develop and execute strategy in a demanding, politically sensitive environment.
  • Strong planning, coordination, problem-solving, and analytical skills, with a track record of making sound decisions under pressure.
  • Excellent presentation, oral, and written communication skills, capable of engaging diverse stakeholders.
  • Must meet the requirements of Chapter Six of the Constitution of Kenya.
  • Holds a certificate in Computer Applications and a leadership/management course of at least two weeks’ duration.
