Qualifications
For appointment to this grade, a candidate must have:
- At least 15 (Fifteen) years cumulative work experience, three (3) of which should have been at the grade of Assistant Director, Planning or in a comparable position in the Public or Private Sector.
- Bachelor’s degree in any of the following disciplines: Economics, Economics and Statistics, Economics and Mathematics, Statistics, Economics and Finance, or any other equivalent qualification from a recognized institution.
- Master’s degree in any of the following disciplines: Economics, Economic Policy, Planning and Management, Statistics, Business Administration, Project Planning and Management, or any other equivalent qualification from a recognized institution.
- Certificate in Leadership Course.
- A valid practicing license where applicable.
- Membership to a relevant professional body where applicable.
- Demonstrated merit and ability as reflected in work performance and results.
Duties and Responsibilities
The Deputy Director Planning Officer is responsible for the following functions:
- Spearheading the development and formulation of policies, strategies and programs.
- Providing advice on capital projects to ensure alignment with the strategic business goals of the Service.
- Centralizing appraisal and cost benefit analysis for all projects.
- Supporting departments to develop and review Key Performance Indicators (KPIs).
- Spearheading the development of a knowledge management system and data repository for appraised projects for future referencing.
- Ensuring the provision of standardized project planning guidelines, methods, systems, tools and metrics for consistent value outcomes.
- Monitoring and evaluating progress of all key Hospital Projects and programmes in coordination with Project Managers and initiative owners.
- Overseeing the designing and disseminating of monitoring and evaluation tools.
- Overseeing the compiling and disseminating of M&E reports.
- Coordinating the development, evaluation and reviewing of the Service’s Strategic Plan.
- Spearheading the development, implementation and evaluation of the Service’s Performance Contract.
- Facilitating the compilation and dissemination of periodic performance reports.
Remuneration
Remuneration will be in accordance with the NLAS Salary Scale:
NLAS Grade 3: 202,875 x 19,303 – 22,2178 x 19,305 – 241,483 x 19,305 – 260,788 x 19,305 – 280,093 x 19,305 – 299,398 x 19,305 – 318,703 x 19,305 – 338,008 x 19,305 – 357,313 p.m.
Note: NLAS Grades 1, 2 & 3 are on a three-year contract basis, renewable once, while the rest are on permanent and pensionable terms.
