Job Description

Role Overview

This position leads the entire lifecycle of complex technical and commercial proposals, acting as the central coordinator between sales, engineering, product, finance, and legal teams. Day to day, you will analyse tender documents, design technically sound solutions with subject matter experts, and craft compelling written narratives that clearly communicate the company’s value proposition. Your work directly drives revenue growth by securing contracts for large-scale ERP, education management, digital transformation, and cloud implementation projects with government, donor, corporate, and NGO clients.

Key Responsibilities

  • Monitor procurement portals, government gazettes, donor platforms, and private-sector bid opportunities, then assess each for strategic fit, resource availability, profitability, and competitive landscape before recommending a bid/no-bid decision.
  • Develop a clear bid strategy and win themes by analysing client requirements, evaluation criteria, and competitor positioning, and identify potential consortium partners or subcontractors to strengthen the proposal.
  • Lead the end-to-end preparation of technical proposals, including writing methodologies, implementation frameworks, work plans, and staffing models that directly address every requirement in the RFP or tender document.
  • Translate business and technical specifications into tailored solution designs by collaborating with engineers, product managers, and architects; map existing products to client needs and flag gaps that require customisation or third-party integrations.
  • Coordinate multidisciplinary proposal teams—engineering, project management, UX, infrastructure, finance, legal, and business development—by setting clear deadlines, facilitating workshops, and ensuring all sections are consistent and aligned with the overall bid strategy.
  • Enforce strict compliance by checking every proposal against mandatory submission requirements, procurement regulations, and evaluation criteria; maintain a central repository of standard content such as case studies, CVs, certifications, and company profiles.
  • Respond to clarification requests from evaluators, participate in oral presentations or technical demonstrations, and support contract negotiations and project kick-off activities after award.
  • Conduct post-submission reviews to capture lessons learned, track win/loss ratios, and gather market intelligence on competitor offerings and emerging technology trends to refine future bids.

Requirements & Qualifications

  • At least 2–3 years of hands-on experience in technical proposal development, bid management, presales, or ICT business development, with a proven track record of winning public and private sector tenders.
  • Demonstrated ability to interpret complex software and ICT requirements and write clear, client-focused technical narratives that highlight solution benefits and compliance.
  • Strong background in ERP, MIS, education technology, digital transformation, software development, systems integration, or cloud implementation projects—enough to collaborate credibly with engineers and project managers.
  • Excellent analytical skills to evaluate tender documents, identify evaluation criteria, and design solutions that maximise technical scoring.
  • Proficiency with common office productivity tools (word processing, spreadsheets, presentations) and experience using bid management or CRM systems.
  • Bachelor’s degree in Computer Science, Information Technology, Business, Engineering, or a related field, or equivalent practical experience.
  • Experience responding to government, donor-funded, NGO, and corporate ICT tenders, preferably in Kenya or the East Africa region.
  • Familiarity with the education sector (student information systems, learning management) is a strong plus.
  • Certification such as CIPS or KISM is an added advantage.
