Role Overview

This role sits at the intersection of program data management and analytics technology, ensuring that field-level data collected through mobile platforms like CommCare and PowerApps flows reliably into dashboards and reporting tools used across the organisation. Day-to-day work involves configuring and debugging data pipelines, building Power BI visualisations, troubleshooting user issues from global teams, and collaborating with Monitoring, Evaluation, and Learning (MEAL) colleagues to translate program metrics into technical specifications. By keeping these measurement systems stable and efficient, the Software Developer-Analyst directly enables evidence-based decision-making for humanitarian programmes.

Key Responsibilities

  • Gather and analyse requirements from programme staff and MEAL teams to design or improve low-code/no-code data applications (primarily CommCare, Microsoft Power Apps, and Power BI) that support programme monitoring and reporting.
  • Build and maintain organisation-wide dashboards, such as Annual Statistics and Program Indicator Dashboards, working alongside subject-matter experts to ensure data accuracy and relevance.
  • Develop and document data quality processes tailored to programme data products, including automated checks and manual review protocols.
  • Create clear technical documentation—user guides, setup manuals, and version histories—for both implementation teams and end users in countries and regions.
  • Provide Tier-2 and Tier-3 technical support for measurement technology products, resolving complex issues escalated from regional support teams, and delivering hands-on training during pilot phases and rollouts.
  • Design and maintain data marts, multidimensional cubes, and ad-hoc tables in the IRC data lakehouse to enable advanced Power BI analysis; train analysts on using these structures.
  • Develop and enforce technology development standards and guidelines, ensuring alignment with IRC’s data security policies and IT security protocols.
  • Collaborate with data engineering and architecture teams to convert business requirements into technical deliverables, supporting ETL processes and data integration using Azure services.

Requirements & Qualifications

  • Minimum five years of experience in technology roles focused on building and deploying data platforms for programme management, with at least three of those years dedicated to developing, implementing, and supporting CommCare applications and Microsoft Power BI dashboards for large, complex programmes.
  • Hands-on expertise with the Microsoft Power Platform (Power Apps, Power Automate, Power BI) and mobile data collection tools, especially CommCare.
  • Strong proficiency in Microsoft T-SQL, Azure SQL Server, Data Factory, and ETL tools (SSIS or equivalent); experience with enterprise data lakehouse architectures and data modelling.
  • Experience supporting enterprise-level platforms used across multiple countries and time zones, with varying IT infrastructure.
  • Advanced skills in Microsoft Excel, including macro development and consolidating data from multiple spreadsheets.
  • Demonstrated ability to work independently and within cross-functional, global teams, communicate clearly in English (both written and verbal), and build collaborative relationships across departments and levels.
  • Strong analytic curiosity and systematic problem-solving approach, with experience in public sector programming and M&E-specific technology tools.
  • Additional language skills (French, Spanish, or Arabic) considered a strong advantage, as is direct experience implementing programmes or M&E in an international NGO context.
