Job Description

Role Overview

This dual-purpose position sits at the heart of the Cooperative Union’s operations, blending hands-on human resource management with confidential executive support to the Chief Executive Officer. Day to day, the officer keeps every people-related process running smoothly—from hiring and staff development to policy enforcement and record keeping—while also ensuring the office environment, assets, and administrative workflows support a productive and compliant workplace. Because the role reports directly to the CEO, the officer also serves as a trusted internal advisor, translating workforce data and employee relations issues into clear recommendations that guide leadership decisions.

Key Responsibilities

  • Draft, roll out, and periodically refine HR policies, procedure manuals, and internal systems so they stay aligned with current labour legislation and evolving organizational needs.
  • Manage full-cycle recruitment—identifying staffing needs, placing adverts, screening candidates, coordinating interviews, and maintaining an up-to-date competency database for future hiring.
  • Oversee smooth onboarding for new employees, including inductions, probationary reviews, and follow-up on confirmation status.
  • Prepare and issue critical HR documentation such as employment contracts, confirmation letters, transfer notices, promotion letters, and other personnel correspondence.
  • Administer the staff performance management framework, including coordinating appraisals, monitoring progress, and linking outcomes to development plans.
  • Coordinate training needs assessments and implement structured staff development programs that build skills and support internal mobility.
  • Act as the primary resource for interpreting HR policies across the organization, while also handling grievances, conflict resolution, disciplinary processes, and union engagement in a fair and consistent manner.
  • Maintain comprehensive employee records, manage leave and attendance tracking, and produce monthly or periodic workforce reports for both management and the Board.
  • Oversee general administrative services—including office upkeep, asset inventory, logistics coordination, and benefits administration (medical cover, pension, insurance, welfare)—to ensure seamless daily operations.
  • Provide direct administrative and advisory support to the CEO on all human resource and office management matters requiring leadership attention.

Requirements & Qualifications

  • A bachelor’s degree in Human Resource Management, Business Administration, Public Administration, or a closely related field from a recognized institution.
  • A professional HR certification such as Certified Human Resource Professional (CHRP-K) or an equivalent recognized qualification.
  • At least five years of practical, hands-on experience in human resource management, ideally within a cooperative, non-profit, or similarly structured organization.
  • Candidates must be aged 30 years and above, as required for this senior operational role.
  • Strong working knowledge of Kenyan labour laws, employee relations practices, and performance management systems.
  • Demonstrated ability to handle confidential information with discretion, manage multiple priorities, and communicate effectively with staff at all levels, including senior executives.
