Job Description

Role Overview

This position provides strategic and operational leadership for a multi-country humanitarian program spanning Sudan, South Sudan, and Chad, working directly with country offices to deliver coordinated, high-quality assistance to displaced and crisis-affected communities. The role focuses on aligning implementation approaches, strengthening donor compliance, and fostering cross-country learning so that programmatic, financial, and reporting standards are consistently met across all three locations. With roughly half of the time spent in the field, the coordinator offers hands-on support to country teams, monitors progress against commitments, and helps adapt approaches as conditions evolve.

Key Responsibilities

  • Lead the consolidated planning, implementation, and reporting cycle for the entire multi-country program, covering technical, financial, and administrative dimensions.
  • Directly supervise country office teams and the Regional Finance Coordinator to ensure timely delivery of objectives, coordinated narrative and financial reporting, and proper use of resources.
  • Establish and guide program governance structures, including steering committees, coordination groups, and technical working groups, to keep all stakeholders aligned and accountable.
  • Serve as the primary liaison with the donor and CARE Germany for programmatic updates, ensuring information is current, accurate, and shared proactively.
  • Strengthen program quality by overseeing quarterly work plans, identifying external technical support needs, and ensuring monitoring and evaluation systems generate actionable management information.
  • Promote cross-country learning and harmonized practices so that successes and lessons from one country office can improve delivery in the others.
  • Ensure safety and security compliance across the program, in line with CARE's security guidelines, while monitoring the operating environment for emerging threats.
  • Foster a culture of accountability and zero tolerance for sexual harassment, exploitation, abuse, and child abuse across all program activities and workplaces.

Requirements & Qualifications

  • Master's degree in a relevant field such as humanitarian affairs, international development, or social sciences.
  • At least 15 years of practical experience in humanitarian programming, ideally with refugee or displaced populations, using a gender-sensitive approach and including field experience in the region.
  • Minimum 10 years of applied project management experience, including at least 4 years at a management level or managing two or more grants simultaneously.
  • Strong skills in monitoring and evaluation, report writing, participatory planning, financial management, and human resource management.
  • Demonstrated track record of managing complex multi-country programs with diverse stakeholders and sub-grantees.
  • Proven ability to lead diverse, remote teams and drive performance improvement in challenging environments.
  • Fluent written and spoken English; working knowledge of Arabic or French is an advantage.
  • Computer proficiency in email, spreadsheets, and word processing tools.
  • Excellent facilitation, teamwork, and training skills, with a deep commitment to equal opportunities and safeguarding.
