Job Title: Senior Human Resource Development Officer
Job Summary
The Senior Human Resource Development Officer will be responsible for overseeing the planning, coordination, and implementation of human resource development programs within the organization. The role ensures effective staff training, capacity building, and compliance with HR policies and regulations.
Duties and Responsibilities
- Design, implement, and evaluate training and development programs for staff at all levels.
- Conduct needs assessments to identify skill gaps and organize relevant capacity‑building initiatives.
- Supervise and mentor junior human resource development officers to maintain high performance standards.
- Prepare and present periodic reports on training activities, budget utilization, and staff development progress.
- Collaborate with department heads to align development plans with organizational goals.
- Ensure compliance with public service HR policies, legal requirements, and professional ethics.
- Manage the human resource development budget, including procurement of training services and materials.
- Lead the implementation of performance management systems and career progression frameworks.
Qualifications for Appointment
For appointment to this grade, a candidate must have:
- Served in the grade of Senior Human Resource Development Officer for at least three (3) years OR a minimum period of six (6) years work experience, three (3) of which must have been in a supervisory position in a comparable and relevant role in the public or private sector.
- A Bachelor’s degree in Human Resource Management/Development, Education, or other relevant and equivalent qualifications from a recognized institution; OR a Bachelor’s degree in Social Sciences with a Postgraduate qualification in Human Resource Management/Development, Education, or other relevant and equivalent qualification from a recognized institution.
- Membership to the relevant and accredited professional body of Human Resource Management Practitioners, in good standing.
- Completion of a Senior Management Course lasting not less than four (4) weeks from a recognized institution.
- Meet the requirements of Chapter Six (6) of the Constitution of Kenya 2010.

- In‑depth knowledge of human resource development principles, adult learning methods, and performance management.
- Ability to analyze training needs and design effective interventions.

- High level of integrity, accountability, and professionalism.
