Role Overview
Working under the direct supervision of the Presiding Officer, the Polling, Queuing and Counting Clerk is the first official a voter meets on election day. You keep the queue moving in an orderly way, confirm each person against the register, and make sure ballot papers are issued correctly and only once, so that voting stays calm, credible and free of disputes. Once polls close, you remain at the station to help sort and count the ballots, ensuring the tally reflects exactly what voters cast.
Key Responsibilities
- Help set up the polling station and the counting room before voting starts, arranging booths, screens, ballot boxes and stationery so that voters and officials can move through the space without obstruction.
- Put up demarcation lines and display official posters inside and around the station so that voters can identify the correct entrance, queue and polling point.
- Control the queue at the entrance and within the station, guiding each voter to the polling stream assigned to them and keeping the flow steady throughout the day.
- Inspect voters' fingers for the indelible mark before they proceed, confirming that they have not already voted.
- Verify the identity of each voter against the register of voters before allowing them to cast a ballot.
- Issue stamped ballot papers to voters whose details have been duly confirmed in the register.
- Assist the Presiding Officer with sorting the ballots after voting ends, as part of the official counting process.
- Carry out any other official duty assigned by the Presiding Officer during the exercise.
Requirements & Qualifications
- Kenyan citizen of high integrity and demonstrably non-partisan conduct.
- Kenya Certificate of Secondary Education (KCSE) with an aggregate of C- (minus) or above.
- Must be of good character.
- Must be available for the entire period of the exercise.
- Must be a resident of the County Assembly Ward in which the assignment falls.
