MEAL Officer

Role Overview

The MEAL Officer provides hands-on monitoring, evaluation, accountability, and learning support for an Ebola Virus Disease preparedness initiative operating in refugee settlements and high-risk border counties across Kenya. Working closely with the County Area Coordinator, this position ensures that health facilities, screening points, and community health teams consistently collect quality data, use it for timely decisions, and remain answerable to affected populations. The role directly strengthens the evidence base for EVD readiness, enabling the program to demonstrate that life-saving capacities are functional and improving.

Key Responsibilities

• Coordinate the rollout of MEAL systems, indicator tracking, and verification workflows with sub-county health teams and implementing partners.
• Oversee digital and paper-based data collection for facility assessments, IPC/PPE tracking, training pre/post tests, and community engagement reach, using tools like Kobo, CommCare, or ODK.
• Conduct routine data quality audits and verification visits at points of entry, health facilities, and community units; document action points and follow through to resolution.
• Maintain a transparent audit trail linking reported results to source documents such as registers, stock cards, and attendance sheets.
• Manage a community feedback and complaint mechanism, including a rumor log, ensuring timely referral, verification, and response through safe and confidential pathways.
• Provide mentorship and hands-on training to data clerks, enumerators, and community health promoters on data standards, mobile tools, and ethical data handling.
• Compile county-level dashboards, summaries, and progress reports for internal reviews and coordination with County Departments of Health.
• Support baseline, midline, endline, and functionality assessments, and facilitate focus group discussions with women, youth, persons with disabilities, and refugees to capture diverse feedback.

Requirements & Qualifications

• Bachelor's degree in public health, epidemiology, biostatistics, statistics, health informatics, or a related M&E field.
• At least 3–4 years of applied experience in MEAL roles, preferably within humanitarian health, disease outbreak response, or emergency preparedness programming.
• Proven ability to operationalize logical frameworks, indicator tracking tables, and means-of-verification systems in a fast-moving field environment.
• Strong command of mobile data collection platforms (Kobo, CommCare, or ODK) and Excel; familiarity with Power BI, STATA, or EPI Info is an advantage.
• Solid data quality assurance and analytical skills, with careful attention to detail and the ability to interpret trends for program adaptation.
• Experience setting up community-based feedback mechanisms and applying accountability to affected populations (AAP) principles.
• Excellent communication and training skills, able to support non-specialist data collectors and engage diverse county-level stakeholders.
• Working knowledge of data protection and confidentiality, including safeguarding personally identifiable information and de-identifying public health data.
• Willingness to travel extensively within assigned counties and refugee settlements.
• Professional fluency in English and Kiswahili.
