Job Description

Role Overview

You will lead the day-to-day delivery of a multi-country education measurement initiative (MwM) that brings together governments, researchers, and civil society partners to improve how learning outcomes are understood and tracked. In a small core team, you will hold a rare combination of operational and technical responsibilities – from budget oversight and compliance to shaping measurement frameworks and coordinating training and data collection. Your work will directly determine whether the initiative stays on schedule, meets donor requirements, and genuinely reflects the priorities of its many stakeholders.

Key Responsibilities

  • Lead programme planning and delivery by maintaining and updating implementation plans, phased budgets, procurement and consultancy schedules, MEAL plans, recruitment timelines, and grants documentation.
  • Run risk analysis and mitigation processes with input from partners and stakeholders, adjusting activities as the context evolves across target countries.
  • Manage financial performance and donor compliance, working with finance and awards teams to ensure accurate forecasting, healthy budget monitoring, and timely modifications when needed.
  • Serve as the primary point of contact for the main donor on all delivery matters, and manage partnerships with academic and research institutions, as well as with national and local NGO partners in each country.
  • Coordinate the external steering group, planning engagements, communication, and ensuring the group’s advice genuinely shapes programme decisions.
  • Drive the development of the initiative’s core frameworks – the measurement framework and the learning-in-action framework – by coordinating inputs, timelines, and technical contributions from team members and partners.
  • Oversee the technical side of data collection: support training of field teams, manage the central digital data system with relevant digital teams, coordinate ethical review processes, and contribute to national and global learning events.
  • Develop the monitoring and evaluation approach for the award, including indicators, data collection methods, and a framework for capturing cost data, while also supporting advocacy and communications planning.

Requirements & Qualifications

  • Essential: Substantial experience in education programming, advocacy, and policy engagement, with demonstrated work on complex, multi-country initiatives.
  • Essential: Strong understanding of education data, learning outcomes measurement, or school-level process measurement and tracking.
  • Essential: Proven leadership delivering high-quality, timely, compliant programmes, including operational experience in planning, compliance, donor engagement, risk management, and contract or award management.
  • Essential: Financial acumen, including budgeting, financial analysis, and cost management to keep programmes on budget and use resources efficiently.
  • Essential: Experience building and using MEAL systems to demonstrate impact and support continuous learning.
  • Essential: Analytical skills and the ability to solve complex problems, influence others, challenge existing mindsets, and secure buy-in from diverse stakeholders.
  • Essential: Partnership experience that covers onboarding, monitoring, collaborative implementation, reporting support, and organisational capacity strengthening, with a clear commitment to localisation.
  • Essential: Excellent communication and interpersonal skills, able to engage donors, partners, and internal teams effectively.
  • Desirable: International work experience in complex or conflict-affected settings.
  • Desirable: Working proficiency in French, Arabic, or Spanish.
  • Education: Minimum bachelor’s degree in education, social science, or a related field; a postgraduate or master’s degree in education is preferred. A project management qualification is desirable.
