Human Resources Business Partner
The Human Resources Business Partner is a member of the Human Resources Division, reporting to the Deputy Director & Chief HR Client Services. This role serves as an advisor to management on HR-related issues within an assigned portfolio. The HR Business Partner works closely with HR Management and HR Team Leads, overseeing recruitment, compliance, benefits, compensation, and employee relations to ensure effective workforce planning aligned with business objectives.
Key Responsibilities
Policy Development and Implementation
- Lead the global implementation of new HR policies, guidelines, procedures, and SOPs, adapting them to global context where necessary.
- Monitor and ensure proper implementation of HR policies and practices within the assigned portfolio, providing advice as needed.
- Provide technical contributions to HR strategic planning, goal setting, and annual work planning.
Advisory and Support Services
- Guide managers and staff on HR issues including attraction, recruitment, benefits, entitlements, and separation.
- Provide timely guidance to current and prospective staff on recruitment and contract policies, general conditions of service, and business orientation.
- Ensure effective oversight of staff and affiliate personnel in line with relevant policies.
- Collaborate with HR Team Leads to address audit recommendations and track implementation.
- Coordinate with outsourced service providers for administration of appointments and benefits/entitlement management.
- Oversee contract, benefits, and entitlement administration within the assigned portfolio.
Recruitment and Selection
- Project and monitor vacant posts within the assigned portfolio.
- Lead recruitment for national and international staff (up to P5 level) and oversee recruitment of locally-recruited staff and affiliate personnel, including attraction, screening, and assessment.
- Ensure proper usage of UN Women’s contract modalities.
- Support job design, evaluation, classification, post establishment, workforce planning, peer review groups, and functional analysis.
Benefits and Entitlements
- Oversee and liaise with UNDP to ensure proper administration of benefits and entitlements per the existing SLA.
- Monitor and oversee implementation of entitlements, benefits, and allowances.
- Approve and/or certify payment of salaries, allowances, and entitlements as required.
Workplace Relations, Talent, and Performance Management
- Promote and implement workplace relations policies and initiatives, including work/life balance and stress management.
- Facilitate mediation for disputes as required.
- Brief and orient staff and managers on the performance management system.
- Identify poor performance cases that may impact contractual status or career.
- Build strategic relationships with senior managers to capture HR needs and communicate them to HR Management.
Learning and Development
- Coordinate learning and development activities within the portfolio, including on code of conduct, benefits, entitlements, and performance management.
- Assess training needs and coordinate with the HR talent management team to address them.
Communication and Outreach
- Liaise with HR Team Leads to coordinate HR initiatives and outreach.
- Build awareness of HR policies through consultation and engagement.
- Contribute to HR outreach platforms such as intranet, internet, and HR Bulletin.
Systems and Reporting
- Develop and implement HR systems based on needs, including HR reporting.
- Analyze, track, and periodically report on recruitment trends for management and donors.
- Share data and information with HR Management and Team Leads, and finalize special reports as requested.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Education
- Master’s degree or equivalent in Human Resources, Business Administration, Psychology, Organizational Development, Public Administration, or a relevant social science is required.
- A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification would be an added advantage.
Experience
- At least 7 years of progressively responsible experience in human resource management.
- Experience in recruitment and selection, benefits administration, and workplace relations is required.
- Minimum 3 years of work experience internationally.
- Field experience is an asset.
- Experience as an HR Business Partner is an advantage.
- Experience in leading a team is desirable.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling web-based management systems is required.
- Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
Languages
- Fluency in English is required.
