The Commission was borne out of the realization that long lasting peace, sustainable development and harmonious coexistence among Kenyans requires deliberate normative, institutional and attitudinal processes of constructing nationhood, national cohesion and integration. The Commission draws its existence from the National Dialogue and Reconciliation Agreement signed in Nairobi on 1 February, 2008 by the Government; Party of National Unity (PNU) and Orange Democratic Movement (ODM) delegations, and witnessed by H.E. Kofi A. Annan for the Panel of Eminent African Personalities. This Agreement formed the basis of the National Accord that H.E. President Mwai Kibaki and the Rt. Hon. Prime Minister Raila Amolo Odinga signed on 28 February, 2008 when the dialogue was officially launched. The dialogue sought to provide a peaceful solution to the political impasse and violence that had engulfed the country, following the December 2007 Local, Parliamentary and Presidential Elections and had four (4) main agendas: Agenda No. 1 - Immediate action to stop violence and restore fundamental rights and liberties. Agenda No. 2 - Immediate measures to address the humanitarian crisis, promote reconciliation, healing and restoration. Agenda No. 3 - How to overcome the current political crisis. Agenda No. 4 - Long term measures and solutions (such as constitutional, institutional and legal reforms; land reform; poverty and inequity; unemployment, particularly among the youth; consolidating national cohesion and unity; and transparency, accountability and addressing impunity). Agenda No. 4 under which the Commission was formed, recognized that long term issues with regard to poverty, inequitable distribution of resources and perceptions of historical injustices and exclusion of segments of the Kenyan society were among the underlying causes of the prevailing social tensions, instability and the cycle of violence recurrent in electoral processes in Kenya. Discussions under this Agenda item therefore examined and proposed solutions to longstanding issues such as : Undertaking constitutional, legal and institutional reforms Tackling poverty and inequality as well as combating regional development imbalances Tackling unemployment, particularly among the youth Consolidating national cohesion and unity Undertaking land reform Addressing lack of accountability and transparency among leaders and clipping impunity. Job Description

Role Overview

This senior leadership position reports directly to the Chief Executive Officer and carries responsibility for the strategic direction and operational delivery of all corporate support functions within the Commission. In practice, the Director coordinates and manages the full portfolio of finance, human resources, administration, corporate planning, communication, and ICT services, ensuring these enabling functions run smoothly, compliantly, and in support of the Commission’s core mandate. The role is central to executive decision-making, providing the CEO with technical advice and ensuring the organisation’s internal systems and structures are efficient, transparent, and aligned with statutory requirements.

Key Responsibilities

  • Direct the formulation, review, and interpretation of policies, procedures, strategies, and standards covering finance, HR, administration, corporate planning, resource mobilisation, communications, and ICT.
  • Provide authoritative technical advice to the CEO and other directorates on all corporate services-related matters, supporting informed executive decisions.
  • Oversee the day-to-day delivery of corporate services, ensuring that financial management, human resource administration, records management, and office accommodation meet organisational needs.
  • Ensure that all corporate service operations comply with statutory, regulatory, and constitutional requirements, continuously assessing structures and systems for potential improvements.
  • Champion performance management and improvement strategies across the Commission, including staff welfare programmes, capacity building, and performance reporting.
  • Lead the preparation of the personnel emolument budget and the annual Directorate report, as well as coordinating responses to parliamentary questions and other formal communications.
  • Drive gender and disability mainstreaming across the Commission, embedding inclusive practices into workplace policies and organisational culture.
  • Manage the maintenance of a complete inventory of Commission assets, equipment, and facilities, while overseeing the operation of information management systems and the security of institutional records.

Requirements & Qualifications

  • At least fifteen (15) years of cumulative professional experience, including five (5) years at the grade of Deputy Director or an equivalent comparable position, within any of the following areas: human resource management and administration, finance and accounts, corporate communication, corporate planning and resource mobilisation, supply chain management, internal audit, or ICT.
  • A Master’s degree in human resource management/development, commerce (accounting or finance option), business management/administration, public administration, strategic management, public policy, public communications/relations, economics, supply chain management, internal audit, ICT, or another relevant field from a recognised institution.
  • A Bachelor’s degree in any of the same fields or in a closely related discipline from a recognised institution.
  • Registration with a relevant professional body in the applicable discipline.
  • A certificate in Strategic Leadership or Corporate Governance, or an equivalent qualification from a recognised institution.
  • Demonstrated computer proficiency, including the ability to work effectively with core information systems.
  • Fulfilment of the requirements of Chapter Six of the Constitution of Kenya.
  • A proven track record of managerial and professional competence, with clear evidence of delivering results in corporate service delivery.
