Deputy Director, Operations Inspectorate

Role Overview

This position leads the county's enforcement and inspectorate function, directing the officers who carry out inspections, compliance checks and rapid-response interventions across the county. The holder translates the director's strategic priorities into daily operational plans, deploying teams where they are needed most and making sure that illegal developments, safety risks and regulatory breaches are addressed quickly and consistently. The role sits at the centre of the county's public safety effort, linking field enforcement with the security agencies, stakeholders and county committees that shape how the county is policed and protected.

Key Responsibilities

• Oversee the day-to-day running of the enforcement and inspectorate department and provide direct supervision, direction and performance management for the officers assigned to it.
• Convene regular planning sessions with unit heads and design operational strategies that safeguard property and public safety throughout the county.
• Keep the rapid response unit in a constant state of readiness so that emergencies arising anywhere in the county are met with an immediate and coordinated reaction.
• Review cases involving illegal structures and grant the authorisation required for demolition where enforcement action is warranted.
• Draw up duty rosters covering every section of the inspectorate and monitor attendance and output to confirm that staff are carrying out their assigned duties.
• Work with the human resources function to identify training needs and arrange development and refresher programmes for departmental staff.
• Build and maintain working relationships with relevant stakeholders and security bodies to sustain order and security within the county.
• Handle escalated reports of breaches of regulations, policies, procedures and standards by assessing each case and either launching or recommending the launch of formal investigations.
• Coordinate, monitor and evaluate the county's enforcement and inspectorate programmes, tracking results and adjusting operations accordingly.
• Deputise for the director by attending security committee meetings to support the planning of county security operations, and by preparing the sectional budget and representing the section at relevant county committee meetings.

Requirements & Qualifications

• A Bachelor's degree in criminology, security management or another relevant discipline from a university recognised in Kenya.
• A Master's degree in a related field is an added advantage.
• At least eight (8) years of relevant experience, of which three (3) years must have been served in a senior position in the public service or the private sector.
• Demonstrated ability to plan, coordinate and supervise field enforcement operations and multi-sectional teams.
• Strong command of regulatory and compliance procedures, including the handling and escalation of investigations into alleged violations.
• Proven capacity to manage duty scheduling, staff development and stakeholder relationships at a senior level.
• Sound judgement in emergency response situations and the credibility to represent the department in committee and security forums.
