Role Overview

As Deputy Director of Insurance Services, you will lead the supervisory work that keeps licensed insurers under continuous financial surveillance. Your primary focus is to spot signs of distress in insurers’ risk profiles early, prompt corrective action, and make sure the organisation is ready to act should an insurer fail. This is a senior decision-making role that directly supports market confidence and policyholder protection.

Key Responsibilities

  • Direct the day-to-day monitoring of insurers’ solvency, liquidity, underwriting performance and overall risk exposure using regulatory returns and financial data.
  • Lead the development and review of early-warning indicators and risk-rating frameworks that identify insurers requiring closer attention.
  • Assess insurers’ financial projections, recovery plans and contingency arrangements to determine their preparedness for adverse events.
  • Prepare recommendations for supervisory action, including intervention, corrective orders or further investigation, for senior management consideration.
  • Supervise and mentor a team of insurance analysts and supervisors, ensuring consistent and high-quality risk assessments.
  • Liaise with internal departments and external stakeholders on matters relating to failing insurers, crisis management and industry-wide risk themes.
  • Contribute to policy and regulatory improvements that strengthen the detection and mitigation of insurance-sector risks.
  • Monitor implementation of imposed corrective measures and report on their effectiveness to the Commissioner or delegated authority.

Requirements & Qualifications

  • A cumulative minimum of fifteen (15) years of relevant work experience, with at least three (3) years at the level of Assistant Director, Insurance Services, or an equivalent position in a comparable organisation.
  • A Master’s degree in Commerce, Actuarial Science, Finance, Insurance, Economics, Business Administration, or an equivalent qualification from a recognised and accredited institution.
  • A Bachelor’s degree in Commerce, Finance, Actuarial Science, Economics, Business Administration, or an equivalent qualification from a recognised and accredited institution.
  • Successful completion of a leadership course lasting at least six (6) weeks from a recognised institution.
  • Proficiency in computer applications, including spreadsheets, databases and regulatory information systems.
  • Fulfilment of the requirements of Chapter Six of the Constitution on leadership, integrity and ethics.
