Role Overview
The Bond Keeper functions as the dedicated customs control point for all project-related inbound cargo, making sure every transaction is handled according to Kenya Revenue Authority regulations and internal operational standards. Day-to-day work involves preparing and validating customs entries, tracking live bond balances, and reviewing documentation so shipments stay compliant and no bonded cargo is ever left exposed. This role matters because a single documentation gap or exhausted bond can halt clearance, trigger penalties, or compromise audit readiness, so the Bond Keeper is expected to spot issues and resolve them before they disrupt operations.
Key Responsibilities
- Prepare, validate, and submit Import Declaration Forms (IDFs) and customs entries for each inbound shipment under the correct customs regime.
- Verify the accuracy of HS classification, declared quantities, values, and applicable customs regimes before entries are processed.
- Monitor CB1 and CB1A customs bonds to ensure continuous coverage for all bonded cargo, tracking utilisation in real time.
- Maintain bond consumption projections and coordinate with the AGL customs clearance and operations teams, as well as declarants, to prevent bond exhaustion and avoid operational downtime.
- Conduct pre-audit checks on inbound documentation and perform post-audit reviews to confirm entries comply with internal SOPs and KRA customs law.
- Act as the regulatory controller for all bond transactions, identifying documentation discrepancies and escalating them promptly for resolution.
- Prepare and submit monthly bond reports, monthly reconciliation and compliance reports, and monthly bond consumption projections.
- Liaise with KRA customs officials during audits, inspections, and regulatory reviews, maintaining clear and traceable records to support transparency.
Requirements & Qualifications
- Diploma in Clearing and Forwarding (C&F) or a related customs administration qualification.
- Minimum of 3–5 years of hands-on experience in bond transactions and declarations, customs compliance, documentation, and bond management.
- Strong working knowledge of KRA systems, specifically iCMS and Kentrade, along with familiarity with the broader customs regulatory framework.
- Solid understanding of customs procedures, customs regimes, HS classification, and import entry requirements.
- High attention to detail with proven accuracy in record keeping, reconciliation, and audit preparation.
- Effective communication skills for coordinating with customs officials, clearing teams, declarants, and internal stakeholders.
