Associate Senior Delivery Officer (Regional Partner & Technology Advocate)

Role Overview

This position sits where development operations meet digital product work: the person in it spends their days alongside regional and country task teams, unpacking how programs actually run on the ground and where technology can remove friction, then carries those findings back to the product managers, architects, and engineers who build and maintain institutional platforms. The work matters because policies and programs only reach scale when the tools behind them fit the realities of the teams using them — and because product teams need a credible, well-informed channel from the field to prioritize what to build next. It is equal parts trusted advisor, translator, and adoption lead.

Key Responsibilities

• Serve as an embedded advisor to task team leaders, project staff, and regional management on how digital tools and data-enabled workflows can support program goals, policy execution, and operational delivery.
• Map and analyze end-to-end business processes across sectors such as health and education, capturing program objectives, delivery bottlenecks, and field constraints, and pinpointing where efficiency gains or digital enablement are realistic.
• Surface emerging or unspoken needs using interviews, on-the-ground observation, and operational data, then distinguish one-off issues from recurring patterns that call for a systemic fix spanning countries or sectors.
• Bridge regional business teams and central product development by translating complex operational problems into clearly scoped technical proposals, supplying use cases, business context, and field validation that shape platform design and evolution.
• Assess existing digital solutions against observed needs, recommend fit-for-purpose adaptations, and help product managers weigh competing priorities through business-impact framing and user evidence.
• Co-design business processes that are both policy-compliant and technology-enabled, keeping institutional operational policy and technical implementation aligned across platforms and advising on implementation strategies when policy changes require digital adaptation.
• Drive adoption and change management for new tools, features, and enhancements — shaping communication, training, and support approaches with field insights — and monitor usage, performance, and user satisfaction to feed continuous improvement.
• Define key performance indicators for innovation initiatives, track and report outcomes to management, and document lessons learned, best practices, and case studies for the organization's wider knowledge base.

Requirements & Qualifications

• Master's degree in computer science or a STEM field with at least 8 years of relevant experience, or a bachelor's degree in computer science with a minimum of 10 years.
• Relevant experience spanning some combination of: development or multilateral operations; technology advisory, consulting, or technology innovation; digital transformation and large-scale business modernization, including organizational change and technology adoption; and field program implementation.
• Demonstrated strength in emerging technologies, systems thinking, liaison and bridging roles, change management, evangelization, and innovation methodologies such as AI, design thinking, and agile practices.
• Strong analytical, problem-solving, and communication abilities, with the capacity to move fluidly between operational detail and strategic framing.
• Track record working inside large, complex organizations or international development settings.
• Experience in field-embedded positions that require active collaboration with country teams and task teams in-region. Multilingual capability is a plus.
• Preferred: familiarity with the World Bank's operations, governance, and organizational structure, plus an understanding of its operational frameworks and platforms, such as the Operations Platform.
• Preferred: certification in SAFe Agilist, Digital Transformation, Organization Change Management, Design Thinking, or comparable disciplines.
