Role Overview
The Secretary serves as the chief executive of the Commission's secretariat, converting the Commission's resolutions into day-to-day operational action while carrying personal statutory accountability for the funds and assets placed under the Commission's control. The post holder directs the Commission's staff, protects its institutional memory, and keeps its regulatory and service-delivery obligations running consistently across the country. Sitting at the meeting point of education policy, public finance and human resource governance, this role directly influences the quality and credibility of the teaching service the Commission exists to oversee.
Key Responsibilities
- Lead the secretariat as its head and act as principal executive adviser to the Commission, including preparing and presenting the business placed before it.
- Serve as Accounting Officer, answerable for the prudent stewardship of the Commission's funds, assets and other resources, and for accounting to Parliament and other oversight bodies.
- Act as custodian of every record held by the Commission, ensuring records are accurate, secure, retrievable and kept in accordance with applicable law.
- Execute the decisions and resolutions of the Commission and report on progress against them.
- Assign duties to the Commission's staff, set performance expectations and provide day-to-day supervision and direction.
- Facilitate, coordinate and drive delivery of the Commission's statutory mandate, working across internal directorates and with external stakeholders.
- Champion public service ethics and values, monitoring staff compliance with prescribed codes of conduct and integrity standards.
- Ensure the proper and diligent implementation of Part IV of the TSC Act, and carry out any further duties assigned by the Commission under the Act or any other written law.
Requirements & Qualifications
- Citizenship of Kenya, as required by statute.
- A degree in education from a university recognised in Kenya.
- At least ten years' experience across education, administration and management, public administration, human resource management or financial management.
- Satisfaction of the requirements of Chapter Six of the Constitution of Kenya on leadership and integrity, including the associated clearances and declarations.
- The standing and judgement expected of a chief executive of a national public institution, with a sound grasp of public finance, governance and accountability obligations.
Duration of service: the appointment runs for a term of five years, with eligibility for re-appointment for one further five-year term.
What We Offer / Why Join
Compensation and benefits follow the guidelines issued by the Salaries and Remuneration Commission from time to time, and are subject to review. The current package comprises:
- Gross salary of Kshs. 698,600 per month.
- Airtime allowance of Kshs. 15,000 per month.
- Annual leave allowance of Kshs. 50,000 per year.
- An official car with an engine capacity not exceeding 3000cc.
- Annual medical cover for the officer, one spouse and up to four children below the age of twenty-five who are fully dependent on the officer: inpatient Kshs. 10 million, outpatient Kshs. 300,000, maternity Kshs. 150,000, dental Kshs. 75,000 and optical Kshs. 75,000.
- Retirement benefit paid as a service gratuity at 31 per cent of annual pensionable emoluments for the term served.
- Group life insurance cover equivalent to three times annual pensionable emoluments.
- Group personal accident cover equivalent to three times annual pensionable emoluments, together with other benefits available under that cover.
- Car loan of up to Kshs. 6 million and mortgage of up to Kshs. 30 million at an interest rate of 3 per cent per annum for the duration of the loan, with a maximum scheme period of five years for the car loan and twenty years for the mortgage. Both are administered and managed centrally by the National Treasury under the applicable regulations and are subject to the availability of funds.
- Security provided as advised by the Inspector-General of Police, which is not commutable to cash.
- Daily subsistence allowance for local and foreign travel at the rates reviewed and set by the Salaries and Remuneration Commission from time to time.
