Job Description

Role Overview

This position sits within a county-level public works planning unit and is accountable for producing sound structural designs and construction documentation. The day-to-day work revolves around preparing draft designs, measuring and pricing work through bills of quantities, and putting in place the verification systems that keep data and site outputs reliable. This role matters because it builds the technical foundation for county infrastructure projects, helping to ensure that public resources are budgeted accurately and constructed to accepted professional standards.

Key Responsibilities

  • Design and develop structural plans, layouts, and specifications for public buildings and other county-owned infrastructure.
  • Formulate detailed bills of quantities (BQs) that clearly define material, labour, and equipment requirements for tendering and procurement processes.
  • Establish data verification procedures and quality control measures to ensure all project information is accurate, consistent, and auditable.
  • Collect field, survey, and project data, then compile it into structured formats for design input and decision-making.
  • Prepare technical and progress reports documenting design work, cost estimates, and project findings for county officials and external stakeholders.
  • Assist in reviewing contractor submissions and tendered prices to confirm alignment with the prepared bills of quantities.
  • Carry out site visits and inspections to verify that construction matches approved designs and that quality standards are being upheld.
  • Coordinate with architects, engineers, and other professionals to resolve design conflicts and ensure compliance with county development plans.

Requirements & Qualifications

  • Bachelor’s degree in architecture or another relevant discipline from a recognized university.
  • Registration with a relevant professional body, plus a valid practicing license where applicable.
  • Proficiency in computer applications, including design software, spreadsheets, and project management tools.
  • Strong report-writing and data-collection skills, with attention to detail and accuracy.
  • Ability to interpret construction drawings, prepare cost estimates, and apply building regulations and standards.
  • Fulfils the requirements of Chapter Six of the Constitution of Kenya, including demonstrated integrity, ethical conduct, and leadership capabilities.
