Description: Indigenous Kenyans were barred by law from growing tea until the dawn of independence when the legislation was repealed for the indigenous people to commence on tea growing. In 1960, the colonial government created the Special Crops Development Authority (SCDA) to promote growing of tea by Africans under the auspices of the ministry of Agriculture. After Independence , Kenya Tea Development Authority was formed through legal notice No.42 of 1964 and took over the liabilities and functions of the SCDA to promote and foster the growing of tea in small farms, which were previously said to be unviable in view of the expertise and costs required, as witnessed in the plantation sector. Since then the growing of tea by the small-scale sub-sector in Kenya has carved a niche for itself in the global tea trade. Kenya Tea Development Agency Limited was incorporated on 15th June 2000 as a private company under (CAP 486) of the laws of Kenya, becoming one of the largest private tea management agencies. The Agency currently manages 67 factories in the small-scale tea sub-sector in Kenya
Job Description

Position scope

 

Reporting to the Head of Human Resources Operations, the successful candidate will be responsible for effective implementation of HR strategies, policies and procedures for efficient and effective operations of management of Tea Factory Companies.

 

Key Responsibilities

 

Formulating and coordinating plans to meet factories manpower requirements, recruitment and selection activities for factories and Zonal offices.

 

Advising management on all HR matters including ideal HR staff complement, planning activities in the factories and Zonal offices.

 

Effective implementation of HR policies and procedures in the factories and Zonal offices.

 

Overseeing and advising on staff welfare schemes across the factories

 

Developing training gaps across the factories and advising the training department accordingly.

 

Reviewing and advising management on best practice workflow designs for increased productivity and efficiency.

 

Working closely with the training and development department to ensure performance management is implemented in the factories.

 

Coordinating staff relocation and transfer activities in the Factories and Zonal offices.

 

Overseeing the implementation of HR policies and procedures across the factories.

 

Monthly compilation of HR reports on HR activities in the factories.

 

Handling staff disciplinary activities, industrial relations and union activities in the factories and advising management accordingly.

 

Formulating and enforcing of HR operational standards with regular on site audits to monitor compliance.

 

Carrying out regular visits to the factories to evaluate HR activities, records and settle grievances.

 

Periodic coordination and training of decision makers in the factories and Zonal offices on HR policies and procedures.

 

Qualifications/Skills/Experience

 

The ideal candidate must possess the following qualifications and competencies: –

 

A Bachelor’s degree in Human Resource Management/Business Administration or related field

 

Minimum of eight (8) years progressive working experience in a human Resources function

 

A Higher National Diploma in Human Resource Management

 

A certified Member of the Institute of Human Resource Management (IHRM)

 

Must possess a high degree of confidentiality

 

Excellent planning and logistical skills

 

Must have demonstrated ability to handle departmental budgets, resources, processes, projects and relationships

 

Must have ability to plan, organize, implement and evaluate departmental goals

 

Must demonstrate ability to handle multiple and conflicting priorities, and work under strict deadlines.

 

Have a good masterly of applicable Kenyan labour laws and other regulations governing employment in the sector

 

Should have strong analytical skills, be result oriented and exhibit high standards of integrity and ethical practice

 

Must have working knowledge of Collective Bargaining Agreement and dispute resolution in a tripartite engagement

 

Must be capable of functioning effectively both as a team player and a team leader

 

Must have management and Leadership skills

 

Must have ability to accurately plan work assignments, prioritize tasks and deliver deadlines

 

Should have problem solving and decision-making abilities

 

Should be an effective communicator with the ability to handle both internal and external communication

 

Should demonstrate ability to identify and respond to risk areas within the department

 

Should have effective people management and conflict resolution skills

 

Must have knowledge in use of MS office packages
