Role Overview
This role sits within the Humanitarian Response Department's Market-based Rapid Response and Recovery team, which leads the agency's Cash & Market-based Programming and emergency Food Security & Livelihoods work. On a daily basis, you will provide remote and on-site technical advice to country program teams and partners on program design and implementation, ensuring that cash and market-based interventions and food security and livelihoods activities meet program quality principles, donor rules, and industry best practices. Your expertise directly shapes how effective, adaptive, and innovative the agency's cash and market-based programming is across the organization, ultimately improving assistance to people affected by crises.
Key Responsibilities
- Help shape and roll out agency-wide strategies, standards, tools, and best practices for Cash and Market-Based Programming, ensuring they engage partners, donors, and governments and integrate gender, protection mainstreaming, and disaster risk reduction across sectors.
- Deliver programmatic and operational guidance—including administrative and financial advice—to country program teams remotely and in the field, supporting strategic planning and the application of standards, best practices, partnership principles, tools, and monitoring and evaluation systems for high-quality implementation.
- Contribute to or lead technical design for proposals, supporting the preparation, design, submission, and approval of project concepts and full proposals; serve as a technical writer on proposal teams and advise on aligning donor strategies, priorities, and technical requirements with the agency's approach.
- Strengthen the capacity of staff and partners in cash and market-based programming by developing learning and training strategies, curricula, and agendas, and by facilitating trainings, workshops, and coaching sessions.
- Collect and analyze program data, document lessons learned and best practices from specific projects, and share these insights to improve decision-making and advance the cash and market-based programming learning agenda.
- Build and maintain relationships with donors, peer organizations, research institutions, and other stakeholders, representing the agency in relevant forums to exchange best practices and promote its work.
- Support country programs and partners in boosting their cash readiness through targeted technical assistance, including capacity development, identifying appropriate cash delivery mechanisms and financial service providers, creating standard operating procedures and tools, and helping design and implement pilot cash programs.
