The Objective
The Senior Quantity Surveyor, serving as the lead Cost Manager, holds full accountability for the commercial and contractual integrity of our construction portfolio. Your mandate is to safeguard project profitability by managing the financial lifecycle from initial feasibility studies to final account settlement. You will provide strategic oversight on procurement, contract administration, and cost control, ensuring that all developments meet high-quality standards without exceeding approved budgets. This role requires a sophisticated understanding of construction economics and the ability to mitigate financial risks in a dynamic market.
Operational Workstreams
Cost Planning & Strategic Estimation

Develop preliminary cost estimates, feasibility reports, and comprehensive budget forecasts for new developments.

Execute detailed material take-offs and pricing to establish baseline project budgets.

Provide expert advice to stakeholders on cost-effective construction methods and alternative material sourcing.

Conduct regular market analysis to anticipate fluctuations in labor and material costs.
Procurement & Contract Governance

Author and review high-precision tender documents, Bills of Quantities (BoQs), and technical specifications.

Lead the tender evaluation process, analyzing contractor bids to ensure transparency and value for money.

Administer construction contracts, ensuring strict compliance with legal, regulatory, and company standards.

Manage variations, claims, and change orders, neutralizing potential disputes through rigorous documentation.
Financial Control & Risk Management

Monitor real-time expenditure against project budgets, providing regular cash flow projections and financial forecasts.

Conduct site visits to verify work progress for interim valuations and payment certifications.

Implement risk mitigation strategies to address potential commercial threats and cost overruns.

Manage the project close-out phase, agreeing on final accounts and ensuring all financial obligations are settled.

Education: Bachelor’s Degree in Quantity Surveying, Construction Economics, or a related discipline.

Professional Credential: Membership or certification with BORAQS or IQSK is highly desirable.
