Senior Manager, Supply Chain Digitalization Benchmarking and Pilots

Role Overview

The Program Officer, Supply Chain Digitalization Benchmarking and Pilots, will lead benchmarking activities and help design and deliver three pilot projects within a coalition working to digitalize humanitarian supply chains. Working alongside data.org and reporting to the Deputy Director for Business Development and Program Delivery in IRC’s Global Supply Chain team, this role translates research and sector mapping into practical pilot design, helping the coalition shift from broad agreement to tested, real-world evidence. The position is funded through the HLGSC Digitalization TWG action (DG ECHO-funded) until project close in December 2027.

Key Responsibilities

• Lead benchmarking assessments with three TWG member organizations, evaluating their data systems against the coalition’s agreed minimum viable data standards.
• Synthesize benchmarking results into a clear, actionable evidence base that directly shapes the data standards pilot.
• Support the design and launch of three pilots: a governance pilot (testing rotating co-chair and decision procedures), a data standards pilot (testing the agreed taxonomy across benchmarked organizations), and an interoperability pilot (testing data-sharing and anonymization protocols across organizations at different levels of digital maturity).
• Document each pilot as it unfolds, capturing lessons learned to enable real-time learning and adaptive management.
• Write pilot completion reports in a format agreed with DG ECHO ahead of time.
• Help identify pilot opportunities under Result 3 by working directly with participating organizations.
• Translate findings from the Result 4 mapping report into concrete design inputs for the governance, data standards, and interoperability pilots.
• Attend TWG meetings and relevant sub-group sessions, provide regular progress updates to TWG co-leads, and help prepare materials for co-leads meetings and, where relevant, the HLGSC Coordination Board.

Requirements & Qualifications

• Bachelor’s degree in Supply Chain, Project Management, Data Science, International Development, or a related field; a Master’s degree is an advantage.
• 3–6 years of experience in humanitarian supply chain, program monitoring and evaluation, or data systems work, including direct responsibility for pilot design or testing new operational mechanisms.
• Strong project management skills, with the ability to keep multiple concurrent workstreams on track and within scope.
• Comfort working with data standards, benchmarking frameworks, or data governance concepts.
• Excellent written communication skills, with the ability to translate research and technical findings into clear, actionable recommendations for a non-technical audience.
• Demonstrated ability to work across multiple organizations and stakeholder groups.
• Fluency in English required; French or Arabic language skills are an advantage.
• Desirable: Prior experience with data standards frameworks such as GS1 or UNSPSC.
• Desirable: Experience working with multi-stakeholder coalitions, working groups, or coordination bodies.
