Job Description

Role Overview

You will own the technical lifecycle of digital survey tools, turning abstract program indicators and draft questionnaires into reliable, logic-driven forms that field teams can use even in low-connectivity settings. Your work directly underpins how the organization measures progress, learns from implementation, and reports to partners, so accuracy and speed in troubleshooting are essential. On a typical day, you might be refining skip logic in SurveyCTO, running a pilot test with field staff, or reviewing incoming data for anomalies before they affect downstream analysis.

Key Responsibilities

  • Convert paper-based or draft questionnaires into fully functional digital forms using SurveyCTO, including complex skip patterns, validation rules, calculated fields, repeat groups, and multi-language variants.
  • Design offline-capable forms for use in low-bandwidth environments, incorporating geopoint capture, media uploads, roster structures, and case management where longitudinal tracking is required.
  • Collaborate with MERL and Programs teams to translate logframe indicators and theories of change into precisely worded, coded survey questions that leave no room for misinterpretation.
  • Conduct rigorous internal testing of every form—dummy data runs, dry runs, and field pilots—and build automated data-quality checks for range, consistency, duplicates, GPS accuracy, and interview timing.
  • Monitor live data collection dashboards, flag emerging issues in real time, and provide fast fixes to form or server errors so that field teams can continue without major disruption.
  • Maintain the SurveyCTO server console: manage user roles, form versions, dataset publishing, and controlled access while keeping an organized repository of forms, codebooks, and data dictionaries.
  • Support sampling and case assignment logic, especially when using CommCare or similar tools for beneficiary tracking across multiple visits.
  • Train program and MERL staff on survey tool usage, troubleshooting, and data review workflows, and document survey logic, version histories, and standard operating procedures.
  • Assist the analytics team with data cleaning and analysis using Excel, Stata, Python, R, or equivalent tools to inform program learning and strategic decisions.

Requirements & Qualifications

  • A bachelor’s degree in statistics, computer science, information technology, data science, monitoring & evaluation, social sciences, or a related field is strongly preferred.
  • At least four years of hands-on experience in survey programming and digital data collection, ideally in an M&E, research, or international development setting.
  • Proficiency in SurveyCTO form authoring is a strong advantage; experience with ODK, KoBoToolbox, or CommCare will also be considered.
  • Solid command of XLSForm structure, relevance and constraint expressions, calculations, repeat groups, case management, and multi-language form design.
  • Strong data-handling skills: comfortable exporting, reviewing, merging, and quality-checking datasets from digital surveys using Excel or similar tools.
  • Working knowledge of indicators, logical frameworks, results frameworks, and theory of change, with a clear understanding of how question design influences downstream data quality.
  • Meticulous attention to detail, especially when testing logic, validating skip patterns, and meeting time-sensitive field data collection deadlines.
  • Proven ability to collaborate across teams, including remote or cross-country colleagues, and to communicate technical constraints clearly to non-technical stakeholders.
  • Professional fluency in English is required; working proficiency in French is an added advantage given the organization’s operations in Chad.
