Role Overview
This consultancy will develop two evidence-based resources: an investment case for Social and Behaviour Change (SBC) in education, and a compendium of effective SBC practices. Through a review of academic and programme literature and interviews with key stakeholders, the consultant will synthesize evidence that UNICEF can use to shape education programming, support advocacy and fundraising, and connect policy ambitions with the realities of schools and communities.

- Interview key stakeholders in UNICEF Country Offices and Centres of Excellence to gather perspectives, examples and practical lessons.
- Analyse how SBC approaches can advance school access and retention, gender-transformative education, safer learning environments and inclusive education.
- Examine the contribution of SBC to community participation, parenting practices, learning outcomes, skills development, social accountability and education workforce motivation.
- Identify how national education policies and regulations can be translated into implementation that reflects community needs and circumstances.
- Prepare an SBC in Education Investment Case that presents the evidence and its relevance to programme design, advocacy and fundraising.
- Develop a compendium of SBC practices, organising useful examples and lessons to inform future education work.
- Edit both documents for analytical clarity, consistent terminology and alignment with UNICEF editorial standards.
