An individual consultant will shape a practical, repeatable approach for assessing the organisational capacity of population and development institutions across sub-Saharan Africa. Key Responsibilities

  • Apply political economy analysis to help tailor the assessment approach to each national context.
  • Provide technical direction, mentoring and ongoing support to national consultants working in DRC and Nigeria.
  • Review assessment frameworks, tools and implementation plans before fieldwork begins.
  • Monitor assessment quality and provide feedback on methods, evidence and interpretation of findings.
  • Review assessment outputs to ensure findings are well supported and clearly presented.
  • Help develop and review institutional strengthening recommendations and practical roadmaps based on assessment results.
  • Encourage organisational learning throughout the assessment process.

Requirements & Qualifications

  • At least 10 years of experience in organisational development and institutional capacity strengthening in sub-Saharan Africa.
  • Experience using political economy analysis to inform capacity development or institutional assessment.
  • Demonstrated experience designing and conducting organisational capacity assessments in the health, population, governance or a related development sector.
  • Strong knowledge of capacity assessment methods and change management.
  • Experience mentoring local consultants and facilitating organisational learning.
  • Must apply as an individual consultant; applications from firms, consortiums, consortium members or other organisations will not be considered.
