Role Overview
The Programme Manager directs the technical and operational delivery of RISE Kenya, a UNICEF and Mastercard Foundation partnership that builds multiple, flexible, and safe routes into formal and non-formal secondary education, skills development, and transition opportunities for adolescents and youth who are out of school. The role strengthens system capacity, advances technology-enabled learning, generates data and evidence, and champions youth engagement so that these pathways can grow at scale in inclusive and sustainable ways. Serving as the main coordination link among government, UNICEF, the Mastercard Foundation, consortium partners, development partners, and private sector stakeholders, the Programme Manager is accountable for programme results, risk management, and reporting to the Programme Steering Committee.
Key Responsibilities
- Provide management and advisory support to the Chief of Education, ensuring RISE Kenya activities align with UNICEF’s strategic plans, results-based management (RBM) standards, and accountability framework.
- Lead programme development, planning, and budgeting for multiple learning pathways, covering formal and non-formal secondary education, skills development, and transition support.
- Coordinate implementation across government ministries, UNICEF sections, the Mastercard Foundation, consortium partners, development partners, and private sector actors, acting as the central liaison for the programme.
- Manage programme monitoring, evaluation, and quality control, tracking results against plans and budgets while identifying and mitigating risks.
- Translate data, evidence, and analytical findings into policy dialogue and institutional change, working with partners to advance equity and learning outcomes.
- Deliver advisory and technical support on education systems reform, EdTech and digital learning, youth skilling, employability, and gender-responsive programming.
- Build advocacy, networking, and partnership efforts that promote scalable, inclusive, and sustainable education solutions.
