Role Overview
This senior finance role leads the entire finance function at Eldoret Water and Sanitation Company (ELDOWAS). The postholder is accountable for designing and running accounting, budgeting, and internal control systems that align with International Accounting Standards and the policies set by the Board of Directors. The position matters because it safeguards the utility's financial integrity, supports cost-effective service delivery, and supplies reliable financial information for strategic and operational decisions.
Key Responsibilities
- Direct cost management across the company, ensuring spending stays within acceptable limits and advising departmental managers on financial standards.
- Maintain complete and current accounting records covering sales, purchases, expenses, and receipts.
- Keep an accurate register of all company assets and liabilities, and ensure those assets are properly accounted for and protected.
- Produce timely management control reports for routine decision-making, and investigate why performance targets are missed.
- Oversee the recording of insurance and taxation matters, and ensure monthly trial balances and financial statements are completed on schedule.
- Collaborate with the internal auditor to establish controls that prevent fraud and other financial malpractices.
- Work with the General Manager, Financial Services, to develop and enforce financial accounting principles, interpret the corporate plan, and lead the annual budget preparation process.
- Supervise department staff, including discipline, performance appraisal, and counseling, while planning and directing daily financial operations and assessing the company's overall financial position.
Requirements & Qualifications
- Bachelor's degree in commerce, accounting, finance, or a business-related discipline.
- Master's degree in Strategic Management, Business Administration, Economics, Finance, Planning, Monitoring & Evaluation, or a related field.
- CPA (K) qualification and active membership of the Institute of Certified Public Accountants of Kenya (ICPAK) in good standing.
- At least 12 years of relevant experience, including 5 years in a senior management role.
- Completion of a management course lasting at least four weeks.
- Computer literacy with proficiency in Computer Assisted Audit Tools and Techniques.
- Proven analytical ability, managerial and leadership skills, and strong interpersonal and communication skills.
- Demonstrated strategic leadership, business acumen, financial management, analytical skills, corporate planning, performance management, budgeting, forecasting, revenue enhancement, cost management, risk management, and internal control knowledge.
- Excellent negotiation, presentation, decision-making, and problem-solving abilities, with integrity, accountability, and ethical leadership.
- Ability to use financial management and business intelligence systems, work under pressure, and meet strict deadlines.
