Role Overview

This position focuses on strengthening Kenya’s national sexually transmitted infection (STI) monitoring, evaluation, and data systems. You will lead the review and redesign of STI data collection and reporting tools, working directly with the Ministry of Health and other key partners to embed a more effective national M&E framework. Day-to-day work involves stakeholder mapping, gap analysis, tool development, and collaborative co-design of dashboards and indicators that will shape how STI programmes are tracked and improved nationwide.

Key Responsibilities

• Map STI stakeholders at national and subnational levels to clarify roles, data flows, and coordination points.
• Conduct a detailed review of existing STI data collection and reporting tools to identify usability, coverage, and data quality issues.
• Document specific gaps in current tools, with attention to how STI data is captured, transmitted, and used by decision-makers.
• Lead the design and rollout of new STI data collection and reporting tools, ensuring alignment with national health information system standards.
• Review the national STI M&E framework and pinpoint weaknesses in indicator definitions, targets, and reporting cycles.
• Work collaboratively with the Ministry of Health and relevant stakeholders to co-design a strengthened national STI M&E framework.
• Support the institutionalisation of a robust set of STI indicators and data visualisation dashboards for routine monitoring.
• Provide technical guidance on data governance, harmonisation, and use of electronic health information systems for STI surveillance.

Requirements & Qualifications

• Master’s degree in Monitoring & Evaluation, Health Informatics, Public Health, or a related field; a clinical background is an added advantage.
• Demonstrated experience supporting or working with Kenya’s national HIV and STI programmes, including familiarity with Ministry of Health structures and processes.
• Strong understanding of health system strengthening approaches for HIV and STI care and prevention interventions.
• Hands-on experience with DHIS2, Taifa care (including Tiberbu HMIS and KenyaEMR), KHIS, and other electronic health information systems.
• Proficiency in data visualisation tools such as Power BI or Tableau.
• Prior experience working with government agencies under donor-funded programmes is an advantage.
• Ability to facilitate multi-stakeholder workshops, translate technical findings into practical recommendations, and guide institutional change.
